PURPOSE OF THE ROLE: The post holder is a key member of the team whose over-arching goal is to ensure commissioning arrangements are in place to deliver a sustainable and high-quality integrated health and social care system by enabling, promoting and supporting the effective use of data, information, knowledge and technology to improve, inform and support a portfolio of projects, services, and initiatives. Provide high quality commissioning support in terms of analysis of demand and usage data, value for money reviews and other general support to Service Leads within the Urgent and Emergency Care team. Provide high quality project, service, initiative and administrative support including information and analysis. The post holder will undertake reporting and analysis of information to support delivery. Support the Associate Director of Urgent and Emergency Care on issues relating to directorate functions and business delivery. KEY RESPONSIBILTIES OF THE ROLE: Operational Responsibility Support, facilitate and coordinate of the development of commissioning strategy, operating plans and business functions through liaison and communication with internal and external stakeholders Contribute to the development processes e.g. ICB authorisation, use of resources, etc by providing support to the assessment process Coordinate the production of team communications, sometimes complex and often sensitive to the expected audience of both internal and external stakeholders, in order to support effective integration of work programmes Manage and support the implementation of change projects, implementing project data collection systems that will provide accurate and timely information Provide business support to a range of groups related to strategy and business planning Contribute to service reviews - collating and analysing data, investigating service issues and research best practice from a range of facts/situation Develop and maintain productive relationships with a broad range of internal and external stakeholders to ensure an integrated approach to commissioning Support patient and public engagement in the development of the commissioning strategy, business plans and programmes of care making adjustments as required Prepare reports, presentations and updates for managers on a regular basis (likely to be at least monthly) which may be presented to the ICB Governing Body, the Council of Members, Overview and Scrutiny Commission or internal groups Communicate information (sometimes sensitive or clinical) on issues, including briefings and reports to members of the ICB as appropriate Support the success of the ICB through the appropriate use of corporate management and governance systems and processes Support implementation of project, service, initiative through timely and relevant information analysis and administrative support, in accordance with the agreed priorities of the team. Deliver against agreed objectives, achieving quality outcomes Organise meetings or events and assist in the diary management requirements of individuals in connection with portfolio of work. Participate in relevant internal and external working groups/projects, services, and initiatives to provide, information and analytical advice to strategic leads. Communicate information and issues, including briefings and reports, to job manager, strategic lead/ strategic manager as appropriate Financial and Physical Resources Responsibility Undertake financial responsibilities in that the post-holder is supporting healthcare commissioning for the ICB, which may include checking invoices and being a budget holder. Support and inform the requirement and targeting of resources, monitoring, implementing and evaluating jobs and delivery of financial recovery/savings plans by providing high quality information and analysis. Contribute to the financial delivery of the agreed portfolio ensuring it is delivered on time. Human Resources Responsibility Provide training, advice and support on own area of responsibility. Support training and induction of new and existing staff. Supervises and line manage admin team on their day to day activities Participate in the recruitment process of support staff Information Management Responsibility Work with members of the team to develop and implement project data collection systems that will provide accurate and timely data. Contribute to the review and development of existing project information management systems and contribute to the development of an integrated approach to project management. Carry out timely and accurate information analysis and reporting on agreed areas of portfolio and present findings in an agreed manner. Develop and maintain databases, spreadsheets and systems required by job. Maintain administrative and information resources. Undertake information/project analysis as agreed with job lead. Contribute to effective information management within the team and the ICB as a whole through the development of efficient systems and processes Participate in relevant internal and external working groups/projects to provide information/analyst advice and support and to maintain data collection systems for its effective use by the team. Analyse and report on data and monitor the processing of data and information. Provides information to project lead on project and statistical information matters. Research and Development Responsibility Undertake auditing of projects, services, initiatives. Carry out web based and publications research. Actively supports and contributes to the development of key performance indicators for the successful assessment of performance. Safeguarding Children, Young People and Vulnerable Adults Safeguarding children and vulnerable adults are everyones responsibility. Whatever your role the welfare of children and vulnerable adults should be your concern. It is your duty to report any concerns through your line manager / designated Safeguarding Lead. All ICB staff are required to undertake safeguarding awareness training and to undertake additional training in relation to safeguarding relevant to their role.
