A fantastic opportunity has arisen for a forward-thinking and motivated Assistant Quantity Surveyor working towards, or recently graduated, in a quantity surveying degree or other construction-related discipline or with equivalent experience.
The Council delivers, through the Asset Management (Housing) team, investment and improvements across all the Council’s housing stock.

We have an opportunity for a highly motivated individual to join us to deliver a range of projects as part of an extensive capital programme.
These include:
* Commercial management of investment projects in multi-storey flats,
* Delivery of fire safety works across the asset range,
* Renewable energy technological schemes,
* Large scale, high volume refurbishment works.
Working closely with contractors, other agencies, and professionals, you will offer commercial management on a number of projects which will require a broad range of skills. You will need a firm knowledge of the construction industry, either from on-the-job experience, surveying, or previous asset management experience. Great communication skills are also essential, as you will be liaising with a range of people and agencies.
The role is a 37 hour/5 day week although other flexible working patterns will be considered.
The position carries a range of attractive benefits which include a pension scheme, 27 days holiday rising to 32 days after 5 years’ service, and statutory bank holidays.

Job Description
Job purpose: To assist the Senior Quantity Surveyor in the evaluation of all tender costs and final accounts ensuring value for money and consistency of approach across the Quantity Surveying section.
To ensure all commercial aspects of projects are managed in the service's best interests.
To review and benchmark costs across all workstreams ensuring consistency across Asset Management (Housing). To ensure all commercial management activities are rigorously and diligently undertaken to provide the best possible value for money for the authority.
Responsibilities
* To effectively evaluate all pre-construction costs ensuring they are accurate and reflect the works requirements whilst maintaining a consistency of approach across the Quantity Surveying section.
* To work closely with project teams to facilitate the swift evaluation of the commercial impacts throughout the construction of a project by ensuring all variations, compensation events, and change control processes are efficiently monitored.
* To ensure that monthly financial statements are produced for budget managers accurately reflecting the current financial state of each project.
* Ensure interim valuations are accurately checked and paid in accordance with contract timelines.
* Produce project cost estimates prior to tendering for option appraisal purposes.
* Provide pre-contract pricing documentation prior to tendering.
* Work closely with and support Leeds Building Services to ensure management are fully aware of their commercial performance, including any supply or sub-contractor arrangements.
* Attend initial project meetings, pre-start meetings, and other project meetings as required including the preparation of any cost reports.
* To evaluate and agree all defined costs and final accounts in a swift and efficient manner.
* To ensure the service constantly reviews the value for money aspects of its construction activities, challenging itself against regional peers and national best practice.
* To promote and develop productive contractual relationships with contractors that drive continuous improvement.
* Provide advice, training, and support to other colleagues across the division on the specifics of commercial management.
* Keep up to date with relevant and changing legislation and best practice and respond proactively to all issues affecting the service.
Qualifications
HND/HNC and/or currently enrolled on an RICS accredited degree course.
