Part of UK Research and Innovation (UKRI), the Science and Technology Facilities Council (STFC) is a world-leading multi-disciplinary science organisation. We support university-based research and provide access to world-leading, large-scale science facilities in the UK and globally across the physical and life sciences from our three National Laboratories. We support the future pipeline of skilled and enthusiastic young people pursuing careers in science and engineering.
An essential part of the STFC’s governance of SHE matters in a federated UKRI model, the STFC SHE Audit Manager has responsibility for the completion and effectiveness of the STFC’s SHE audit programme across all sites:
* Daresbury Laboratory (DL)
* Rutherford Appleton Laboratory (RAL)
* Royal Observatory Edinburgh (ROE)
* Chilbolton Observatory (CO)
* Boulby Mine, Nr Whitby
* Polaris House
* Isaac Newton Group of Telescopes, La Palma (ING)
and comprising:
* 5 yearly complete management systems audits; and
* Annual compliance audit programme of ~8 audits/year
Responsibilities include, and are not limited to:
* Coordinating STFC and UKRI’s audit programmes such that they are complimentary, collaborative and avoid duplication.
* On behalf of the STFC SHE Management Committee plan, organise, deliver and report the 5 yearly STFC wide SHE management systems audit and thereafter monitoring completion of improvements identified, and reporting progress against it to relevant SHE fora.
* On behalf of the STFC SHE Management Committee, propose an annual compliance audit programme, based on learning from current year and future plans (including the STFC SHE Risk Register), and thereafter reporting progress against it to relevant SHE fora.
* Manage the implementation of the annual compliance audit programme, assigning audits to STFC and non-STFC auditors, coordinating, monitoring and reporting progress against the programme, to the STFC SHE Management Committee and other relevant fora.
* Ensure that those audits assigned to UKRI, and external specialists, are planned and undertaken in line with the audit programme, the audit specifications are prepared, and managing the selection and contracts for external auditors;
* Review progress in completion of the audit programme with audit leads, internal and external, through Q review meetings highlighting programme slippage and establishing corrective action and identifying learning and opportunities to continuously improve the STFC SHE compliance audit programme and process.
* Lead the professional development of the STFC SHE internal auditor team, ~28, ensuring that they are provided with initial audit induction training and are engaged in a programme of training and development to gain competence in auditing, eventually leading to establishment as lead auditors.
* As a lead internal auditor complete those specialist technical audits detailed in the audit programme employing wide experience of technical and engineering design and operations.
* Manage the collation and reporting of all audit recommendations to Directors through to agreement of agreed audit actions and their reporting to Directors and SHE fora;
* Continue to develop the reporting of progress in the completion of audits and agreed audit actions to ensure the profile of, and progress in their completion, is maintained across STFC and STFC Departments.
