Advert – Permanent Band 4 Team Leader/Senior Phlebotomist Sefton Community
Are you an experienced Phlebotomist with the knowledge, skills and competency to work in clinic and in a domiciliary setting on permanent basis? If so, we want to hear from you.
We are looking for an experienced Senior Phlebotomist to support our Sefton Team.
The successful candidate will be required to travel to clinic venues and patients homes across the Sefton Borough and therefore the successful candidate should hold a full UK Driving Licence and have their own transport
The successful candidate will be required across the Borough of Sefton between 0800hrs – 16.30hrs (Monday to Friday). However as the service expands there will be an expectation for employees to cover evenings and potentially weekends to meet service provision
The post holder will provide leadership skills to a Sefton wide Phlebotomy team. The Service will be provided in a variety of community and domiciliary settings, the post holder will have delegated responsibility to manage the day to day running of the team. And Support the development of a quality service.
We are looking for a Post holder with a positive “can do” attitude that is flexible, with the ability to travel across sites and attend training and meetings. If you are innovative, motivated and hold a positive attitude to team work, we would like to hear from you.
• Contribute to the provision of a high quality Sefton wide Phlebotomy service.
• Work with the Team Manager to undertake workload planning, including rotas, taking into account competence levels.
• Support the service to develop new ways of working to provide a responsive service to clients.
• Support and empathise with clients, carers and families in time of need.
• Support the service to develop and maintain multi-agency partnerships and joint working in line with the objectives.
• Participate in the mentorship and assessment of a range of learners and in the preceptorship and support of new colleagues.
• Maintain stock as required.
• LEADERSHIP REQUIREMENTS
• Contribute to the development of policy and services to meet the needs of Liverpool Primary Care provider service defined group clients.
• Provide leadership, mentorship and role modelling to support staff within the service and support the Team Manager in the day to day running of the service

• DUTIES AND RESPONSIBILITIES:
1. CLINICAL
1. To be able to work quickly and accurately with a high degree of manual
dexterity.
2. To undertake blood samples from patients referred into the service in a variety
of settings (clinics and domiciliary visits), working alone with access to advice
via phone.
3. To maintain a clean and tidy clinical work area at all times.
4. Maintain high level of competency in all required techniques.
5. Ensure patient is positively identified.
6. Identifies the best vein for taking blood samples.
7. Ensure specimens are appropriately prepared prior to being collected by
courier service, for example; undertake collection and accurately labelled in
the correct sample bottles.
8. Collection of venous blood samples without harm to patient or self by following
Standard Operating Procedures / Guidelines / Policies and Procedures.
9. To ensure that all documentation is completed accurately and efficiently.
10. To work in line with the infection prevention and control policy.
11. The job will involve frequent exposure to body fluids, blood, urine and samples
that are potentially infective with pathogenic, micro-organisms / viruses
(including blood borne viral infections e.g. Hepatitis, HIV, nvCJD, TB).
12. To take appropriate action if there is a spillage of body fluids or hazardous
chemicals in order to minimise the risk to staff and public.
13. To work within the approved policies and Health & Safety procedures of the
Trust.
14. To keep the supply of essential equipment within the clinics and domiciliary
service at an adequate level for service delivery.
15. To help maintain appropriate stocks for phlebotomy consumables in the
immediate work area and to advise senior staff of low stocks.
16. To take delivery of stores; put away stock items using appropriate lifting
techniques and identify shortages of any items to the senior staff.
17. To minimise wastage of materials by appropriate stock rotation and by good
phlebotomy technique.
2. MANAGERIAL
1. Making recommendations to improve service delivery.
2. To liaise with other members of the team in the provision of patient care,
ensuring that all relevant information is made known to the appropriate
members.
3. Ensure all patients receive a high standard of care and quality service,
welcoming patients in a warm and professional manner.
4. To communicate with patients and carers whilst performing the procedure,
explaining the task to be performed.
5. To attend team briefs and meetings.
6. Influence, motivate, support and enable colleague to contribute towards the
effectiveness and success of the service.
7. To act as a positive team member to promote a positive team environment and
support colleagues in the delivery of the service.
8. Act as a positive role model presenting a professional appearance by ensuring
uniform is worn correctly, it is clean and tidy and the dress code policy is
adhered to.
3. EDUCATION AND DEVELOPMENT
1. To participate in own service training and regular updating skills as directed by
manager.
2. To carry out all core & mandatory/statutory training.
3. The performance of the post holder will be continually assessed for
competence and have a PDR (appraisal). Key elements of this process will be
to contribute towards the corporate objectives of the service and the Trust.
4. Attend appropriate courses as agreed with manager.
4. RESEARCH AND AUDIT
1. To participate in audits as and when requested.
5. STANDARD REQUIREMENTS
Information Governance (IG): During the post holder’s normal duties, they may
have access to confidential information that can identify a patient, another member of
staff and/or commercial information about the Trust. Staff must ensure the ongoing
security of this information (specifically its confidentiality, integrity and availability) at
all times (both in and out of working hours) in accordance with relevant legislation,
NHS guidance and professional codes of conduct. They must only access this
information where they have a legitimate ‘need to know’ for the purpose of their role.
They must only disclose this information as necessary in the course of their
employment, with the Trust’s prior agreement or for a valid legal reason. This
obligation shall continue indefinitely.
All notes, memoranda, records and other documents (paper or electronic) of the
Trust (including its partners) and in the post holder’s possession are and shall remain
the property of the Trust and staff shall hand them over on demand or upon
termination of employment. All documents, data and information created during the
course of employment with the Trust belong to the Trust and not the post holder.
Staff must ensure the integrity of information and not do anything to put this at risk.
The post holder must ensure that they are familiar with and adhere to all Trust IG and
IT Systems and Security policies and procedures and complete IG training on an
annual basis. They must report any IG breaches as soon as they become aware of
them. A breach of data security may constitute a serious disciplinary offence for
which the post holder may be dismissed. Should the post holder breach this clause
after their employment has ended, the Trust may take legal action against them.
Code of Conduct: Maintain a consistently high standard of conduct and to provide
the highest standard of service in accordance with the Trust Code of Conduct for all
employees.

responsibilities to protect service users, visitors and employees against the risks of
acquiring health care associated infections, in accordance with Trust policy.
Professional standards and performance review: Maintain consistent high
professional standards and act in accordance with the relevant Professional Code of
Conduct. Employees are expected to participate in the performance review process.
Service/Departmental standards: Support the development of performance
standards within the Service/Department to ensure the service is responsive to and
meeting the needs of its customers.
Finance: All Trust staff will comply with financial processes and procedures
Safeguarding: The Trust has a responsibility to ensure that all children/young people
and adults are adequately safeguarded and protected. As a consequence, all Trust
employees are required to adhere to national and local safeguarding policies /
procedures and to act upon any concerns in accordance with them
