Salary: £36,000 - £40,000, dependent on experience
Background
North Staffs Mind provides supported accommodation for people who experience mental ill health and who require a level of support to enable them to maintain a tenancy and progress towards a more independent lifestyle. The team also provide floating support to people who are living in their own homes but who have additional needs due to their mental ill health.
We are currently at a very exciting time in terms of our housing service. Expanding our housing offer is part of our strategic plan 2024-27 and we are currently part way through a thorough review and improvement plan looking at both our housing and support offer. Both reviews are being led by our Board.

Led by Concrete and alongside Adullam and Walk Ministries we are delivering a 24/7 support service that helps our service users not just survive but thrive in their homes through a bespoke, seamless, long-term recovery solution to tackle the underlying issues of mental ill health and homelessness.
Job Summary
The Housing Manager is responsible for overseeing the daily operations of North Staffs Mind’s housing service and line managing the Housing Support Manager and the Housing and Compliance Coordinator.
You will be responsible for ensuring the quality and safety of housing facilities and developing strategies to improve housing services to meet the needs of our clients. You will work closely with the Housing Support Manager to provide holistic support to residents, promoting their wellbeing and independence.
You will bring experience of leading and developing services supporting people experiencing multiple disadvantage and co-occurring complex needs and will play a pivotal role in us expanding our housing services into the future.
Key Responsibilities
Operational Management
· Oversee the day-to-day operations of all housing activities.
· Ensure compliance with health and safety regulations, housing standards, and mental health best practices.
· Develop and maintain a proactive, risk assessed and progressive range of housing management policies and procedures to ensure the safe operation of our housing service.
· Operational responsibility for the day-to-day management and delivery of NS Mind’s repairs service, void repairs, cyclical maintenance, planned programmes, ensuring the delivery of a first class, customer focussed service.
· Oversee our out of hours on call provision.
Staff Management
· Line Manage the Housing Support Manager and the Housing and Compliance Coordinator.
· Be involved in the recruitment, induction, training, and supervision of the housing team.
· Conduct regular performance evaluations and provide ongoing support and professional development opportunities for your direct reports.
· Foster a positive and collaborative team environment.
Client Support
· Ensure that our housing support offer is best in class.
· Ensure the Housing Support Manager is proactive and successful in ensuring residents receive appropriate support services, that any resident issues are resolved promptly and that individual support plans are in place, in collaboration with residents and the support team.
· Identify and engage with other services available locally to ensure our clients have access to a range of activities and support based on their individual needs.
· Provide NS Mind’s license holders, tenants and other stakeholders with the highest possible standard of service.
· Liaise with the Housing Support Manager to provide a comprehensive package of housing and support to enable our customers to enjoy their home.
· Ensuring any cases of nuisance and anti-social behaviour are actively managed, taking appropriate action including the enforcement of tenancy conditions in accordance with NS Mind’s policy and procedure.
Facility Management
· Ensure all housing facilities are well-maintained, safe, and welcoming.
· Develop and implement an aspirational ‘NS Mind’ standard for our properties.
· Oversee maintenance schedules, repairs, and upgrades and ensure the Housing and Compliance Coordinator responds and records appropriately.
· Support delivery of the housing compliance regime in line with legislative requirements and good practice including fire safety, gas safety, legionella, electrical safety, asbestos and general health and safety.
· Manage housing inventory and supplies.
Financial Management
· Create an annual and three year cyclical costed plan for required repairs and maintenance.
· Assist in the preparation and management of the housing services budget.
· Monitor and control expenditures to ensure cost-effective service delivery.
· Working with the Head of Development and Sustainability, seek and secure funding opportunities and manage grant applications.
Quality Assurance
· Monitor and evaluate the effectiveness of NS Mind’s housing service.
· Promote a high level of customer satisfaction by putting customers at the centre of service provision and utilising feedback in service development decisions.
· Implement quality assurance processes to ensure high standards of service delivery.
· Develop enhanced opportunities for residents to engage with us and influence the way we manage their homes so that the voice of our customers is always heard and affecting what we do.
· Complete quality control reviews to monitor timescales and carry out inspections on a pre and post basis to monitor contractors’ performance and standard of work.
Strategic Planning
· Contribute to the development and implementation of the housing service annual plan.
· Work with our Board and Senior Leadership team to identify and implement innovative housing solutions to meet the evolving needs of clients.
· Build and maintain relationships with external partners and stakeholders.
Compliance and Reporting
· Ensure compliance with all relevant legislation, regulations, and standards.
· Ensuring the regular review of existing housing policies and procedures to ensure ongoing compliance and continuous improvement.
· Ensuring all work and projects undertaken comply with Health and Safety legislation and NS Mind policies and procedures.
· Prepare and submit regular reports to senior management and the Board, as requested.
· Maintain accurate records and documentation.
· Provide regular reports tracking progress against agreed objectives for all compliance strands to ensure we effectively manage all risks.
· Maintain an awareness and understanding of relevant legislative changes which may impact on the service, recommending any necessary changes to policy and procedure and briefing staff appropriately.
General
· Compliance with all legal and statutory regulations along with best practice.
· Ensure NS Mind’s policies are fully implemented at all times and in all aspects of service delivery.
· Ensure compliance with all Health and Safety legislative requirements.
· Attend relevant meetings, as requested (team, housing management, service managers etc.).

Person Specification
Qualifications
· Essential:
o Relevant qualification in housing management (e.g. CIH Level 4 Certificate in Housing or equivalent).
o General educational qualifications (GCSEs, A-levels).
· Desirable:
o Higher-level qualifications in housing, management, or business (e.g. CIH Level 5, Diploma in Housing, or a degree in a relevant subject).
o Membership in professional bodies (e.g. Chartered Institute of Housing - CIH).
Experience
· Essential:
o Proven experience in housing management, including tenancy management, maintenance, and resident support.
o Experience working with social housing policies, government regulations, and housing law.
o Budget management experience, especially related to housing repairs and operational costs.
· Desirable:
o Experience managing a housing team or multiple sites.
o Experience working in both the public and private housing sectors.
o Experience in handling anti-social behaviour, complaints, or tenancy enforcement issues.
