Working with the Board of Mitre and, in the context of the Housing Management Agreement, with the relevant staff of Eden, the Executive Director will:
Governance & Regulation
1. Ensure that the housing association adheres to all current legal, regulatory, and statutory obligations, including compliance with the Regulator of Social Housing.
2. Keep abreast of statutory, political, regulatory and socio-economic trends and proposed changes across the broader housing environment. Prepare Mitre for change and to implement effectively.
3. Act as Company Secretary:
* Ensure that the Board is properly advised on all legal and regulatory matters and operates within its Rules.
* Advise on governance issues including appraisals, succession and renewal.
* Ensure the Board operates effectively and in accordance with governance best practices.
1. Ensure the effective operation of the Board, committees and decision-making processes by regular reviews and by supporting Board members with relevant information, reports and advice required to allow the Board to direct, monitor and control business activities.
Strategic Development and Growth
1. Support the Board to develop its strategic vision, mission and values and ensure that these are delivered and embedded within the organisation.
2. Support the development and delivery of the strategic business plan, and achievement of corporate objectives.
3. Regularly review the association's strategic plan in light of regulatory changes, tenant needs, and external factors, providing recommendations to the Board for adjustments where necessary.
Performance and Operations
1. Act as the key liaison between the housing association and the service provider, maintaining strong working relationships and addressing any contractual or service-related concerns.
2. Take overall responsibility for monitoring performance against targets in all areas of Mitre’s activities and assist the Board in ensuring that the management agreement is adhered to through the provision of relevant performance data. Support the Board in addressing any service delivery issues promptly and report to Board on any issues or areas for improvement.
3. Ensure that performance is appropriately benchmarked and assessed, to promote continuous improvement.
4. Lead on the development of Mitre’s website and ensure (with technical support from the service provider) that it is accessible and updated with relevant and timely information.
5. Ensure annual reviews and 3 yearly audits of the service provider’s activities are undertaken to ensure quality, efficiency, and tenant satisfaction.
Customer Engagement
1. Ensure tenant engagement remains a core focus of the housing association’s work and a range of engagement opportunities are available to tenants either directly or in partnership with the Service Provider.
2. Ensure the Board has robust oversight of tenant feedback, complaints, emerging issues and concerns and a sound understanding of tenants’ needs and aspirations.
3. Ensure that tenants have a voice in decision-making processes and that their feedback assists the Board in shaping the association’s priorities.
Financial and Risk Management
1. Support the Board in ensuring Mitre’s financial viability and Value for Money providing effective oversight of the business planning, budget setting and financial monitoring processes in collaboration with the Service Provider.
2. Support the Board in the identification of risks to the organization (including financial, operational, and reputational risks) and in the effective management of identified risks, through the maintenance and systematic review of the Risk Register.
3. Support the Board to explore potential funding opportunities, including grants, loans, or partnerships, to support future developments or improvements.
Stakeholder Communications and Public Relations
1. Act as a spokesperson for the housing association, representing its interests to external stakeholders, including the media, regulatory bodies, and community organisations.
2. Build and maintain positive relationships with the Diocese, its ecumenical partners and other key stakeholders.
