The role holder is accountable to the DBS Estates Assistant Head, and is responsible for the effective delivery of DBS Estates, Infrastructure, Physical Security and Safety, Health & Environmental Protection functions in the North region. They are also responsible for the centralised DBS Health, Safety and Environmental Protection (HS&EP) team and outputs, maintaining and delivering associated policy driven management systems, assurance, and reporting activities for DBS. They will achieve this through leadership of Estates and HS&EP teams consisting of 7 staff based across 2 DBS locations; DBS Norcross, and DBS Glasgow workspace in Kentigern House building. The successful candidate will have knowledge and experience in some or all of the role responsibilities, and confidence in communicating effectively with stakeholders at all levels both internally and externally.
Although the role’s duty station is DBS Norcross, Blackpool, the holder will be required to travel on a demand basis. The expectation is that the role holder will spend a minimum of 60% of their working time based at DBS Norcross however higher attendance will be required during the initial learning period. Details of the arrangements can be discussed further at interview stage.
The role holder Estates responsibilities will include:
Tactical & Operational planning for the DBS Estates in the North, including BAU and organisational change.
Working collaboratively with Defence Infrastructure Organisation (DIO) and Industry Partners to deliver efficient and effective hard and soft facilities management services across the DBS built Estate.
Support the operational requirements for the Estates team by ensuring the scrutiny of all requirements ensuring value for money and within control totals. Acting as focal point with delegated authority for Estates procurements through the Contracting, Purchasing and Finance (CP&F) system.
Site Business Continuity Plan ownership and active participation in incidents / exercises as a key stakeholder.
Senior Estates lead and DBS Head of Establishment support at DBS Norcross site, providing managed Estates and FM services to support operational capability.
Line Management responsibility for DBS Estates Projects role, delivering function focused projects for operational change, and continuous improvement.
Ensure the delivery and continuous improvement of all DBS Estate processes including flexible resourcing across sites to ensure services excellence and to support operational capability.
All Statutory, mandatory, and other assurance reporting relating to Estates functions in the North region including HS&EP, and Physical Security.
Physical Security, ensuring the Estate and supporting contracts operate within the appropriate frameworks set out in Defence policy.
Working collaboratively with DBS FCS Estates Regional Manager (South) and the Estates senior leadership team to support coherence across national operations.
Centralised HS&EP responsibility:
Delegated HS&EP management responsibility to ensure DBS HS&EP planning, management systems and governance are in accordance with Secretary of State’s (SofS) HS&EP Policy Statement, DBS CEO LOD from Perm Sec, relevant JSPs, the 1974 Act, MHSWR 1999 Regs and other associated legislation and guidance.
Management of the DBS Climate Change and Sustainability (CC&S) Plan setting out how DBS will contribute and align its CC&S activities to the MOD Climate Change & Sustainability Strategic Approach and the Greening Government Commitments (GGC).
Management of 1st Line of Defence (1LOD) assurance activities.
Responsible for governance activities including regular reporting, and organisational level HS&EP meetings. (Writing, communication etc essential – detailed, coherent, appropriate)
Membership of appropriate internal and external HS&EP committees, steering groups and forums, representing DBS interests.
Undertake any other duties within the terms and conditions appropriate to the grade and role as directed by the Line Manager.
