Commissioning & Procurement Hub Business Manager

Our new Commissioning and Procurement Hub supports all stages of the commissioning lifecycle.
As the Commissioning and Procurement Hub Business Manager, you will play a crucial role in supporting the Service Director: Strategic Commissioning and Procurement. You will be responsible for ensuring strong governance and effective delivery of our ambitious commissioning and procurement vision and plans.

About the role
The Commissioning and Procurement Hub Business Manager will lead and support the Service Director in delivering the implementation of the commissioning and procurement hub. Coordinate the development of commissioning and procurement strategies. Oversee resources, processes, and technologies to ensure successful Hub delivery. Develop and manage standardised tools and templates for the service. Lead, motivate, and develop staff to create a highly competent and effective team.
Further key responsibilities include:
* Coordinate the refresh and development of commissioning and procurement strategy requirements, including the commissioning strategy, joint working to establish regular JSNAs linked to system priorities, and the identification and delivery of MTFP savings alongside the commissioning and procurement senior leadership team.
* Liaise with relevant Budget Board (Council and ICB), ASCH leadership, CMT, and Informal Cabinet around commissioning needs and priorities.

* Collaborate with Buckinghamshire colleagues to deliver quality outcomes for our clients, providing high value multi-discipline solutions.

* Oversee resources, processes, technologies, and approaches to ensure the successful delivery of programmes and projects.
* Oversee and coordinate monitoring and reporting to provide a central view of the Council’s commissioning and procurement programme, incorporating performance data and business intelligence.
* Create a team that is highly competent, effective, motivated, and outcomes focused. Complete performance and development reviews, recruitment, induction, development, employee relations, and all HR processes and planning to the required standards and timescales.
About you
The successful candidate will hold excellent persuasion and negotiating skills to motivate people and partnerships and influence outcomes critical to the organization. Strong ability to understand and communicate strategy and work proactively to achieve strategic priorities.
* You will demonstrate professionalism, which we believe is essential to good care, developing and sustaining good relationships.
* Manage identified service improvement projects within the service with the C&P leadership team within agreed timeframes and financial targets.
* Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information to support service performance, development and improvement.
* Work in collaboration with the Commissioning and Procurement Hub senior leaders as well as senior leaders from across the council and health to ensure the service is compliant with statutory returns, financial and performance target and delivery.
* Support the development of the directorate's strategic service delivery plan.
* Experience developing and monitoring the delivery of organisational-wide strategies with a complex set of key stakeholders and political sensitivities.
* Experience of managing performance and addressing issues promptly and constructively. Substantial experience of managing significant budgets, financial management, and resources.
* The ability to analyse high volumes of complex data.
* Excellent written and oral communication skills and the ability to effectively communicate complex ideas and information to a range of audiences and stakeholders.
