Interim Head of Client Housing Technical Services Location: Wiltshire (Hybrid Working) Contract: Interim/Ongoing (Inside IR35) Our client, a local authority in Wiltshire, is seeking an Interim Head of Client Housing Technical Services to provide strategic leadership in managing housing assets, ensuring effective repairs, capital investment, and compliance with regulatory standards. This is a key role in overseeing the council's housing stock and ensuring operational readiness for housing inspections. Key Responsibilities Lead a team of asset management and client surveyors, providing professional and technical leadership. Oversee the Housing Asset Management Plan, stock condition data updates, and delivery of stock condition surveys. Provide strategic oversight for housing repairs, capital investment, and asset management services. Ensure full compliance with health and safety, building regulations, gas safety, asbestos management, fire safety, water safety, and electrical/lift inspections. Work closely with finance teams to maintain a viable 30-year Housing Revenue Account (HRA) Business Plan. Ensure the Operations Team meets all compliance and performance targets, as outlined in the Client Housing Technical Service Annual Plan. Maintain regulatory readiness for housing inspections, ensuring compliance with Housing Consumer Standards. Provide budget management and strategic financial oversight, ensuring efficient allocation of resources. About You Chartered Surveyor and Member of the Royal Institute of Chartered Surveyors (RICS). Proven experience as a Senior Head of Service within social housing, preferably within a local authority. Strong knowledge of housing technical services, asset management, and compliance. Significant experience in budget management, particularly within the HRA Business Plan process. Ability to interpret and apply social housing regulations, risk management policies, and service improvement strategies. Strong political and stakeholder awareness, with the ability to shape strategic housing policies.
