Business Change Manager
Cardiff University is looking for an experienced change management professional to support our investment in improving the experience of our students and staff via a strategic portfolio of change. We have a wide variety of projects and programmes focussing on the people side of change, including changes to business processes, systems and technology, information and data security, job roles and organisational structures.
We are looking for an enthusiastic and creative individual to lead change initiatives that support our strategic and transformational change projects.
This opportunity will allow you to apply your skills and experience in Business Change Management to set out and deliver change management strategies and plans by applying consistent change management methodology, and using established tools and techniques, to bring about sustainable change.
By carrying out this role you will be influencing and shaping how Cardiff University delivers change towards the best outcomes for its staff and students.
This post is full time and fixed term to 31 July 2026.
Salary: £50,694 – £55,295 per annum (Grade 7)

Job Description
The job requires the role holder to:
* Facilitate positive and sustainable change by forming and leading cross-University teams comprising customers (directorates and schools) and suppliers (internal and external to the University).
* Establish a change communication and engagement strategy aligned to the project plan and timeline, and plan, direct and manage communication and engagement activity for all stakeholders, ensuring effective dissemination, cascade, and opportunity to positively influence decisions through established and initiated networks within the University and externally, aligned to established approaches and in partnership with corporate communications resources where required.
* Maintain relationships with stakeholders at all levels across the University throughout the lifecycle of the programme.
* Form and communicate a clear vision of the programme objectives and business change initiatives, establishing communication channels that foster a sense of unity and common purpose towards achieving buy-in and participation.
* Produce and deliver oral and written communications that convey complex conceptual and technical information to stakeholders with a variety of levels of understanding and backgrounds, monitoring and measuring their effectiveness.
* Plan, direct and manage business impact assessments in directorates and schools to determine how changes from the current to the future processes and structures will affect business units and roles.
* Define appropriate tools and techniques required to deliver the change strategy in a local context based on best practice and standards, ensuring these match established change management methodologies/approaches.
* Arrange, prepare and lead user meetings, presenting issues and solutions both orally and in writing, and applying creativity to devise varied solutions to complex problems that are anticipated or real.
* Working with project teams, define and direct cross-University business readiness plans, taking into consideration all activities required to embed the change into the business as usual environment (IT deployment, data migration, capability deployment, processes and procedures, training and engagement).
* Determine and monitor the readiness levels of business users with regard to upcoming changes; uncover readiness gaps and create and implement action plans to close the gaps prior to go-live.
* Plan, direct and manage the provision of transition support and change planning, liaising with the programme team and external suppliers.

Qualifications
* Degree level qualification or qualified by experience.
Expertise/Competence/Skills
* Able to broker relationships with stakeholders at all levels, demonstrating the sensitivities required to balance and resolve the tensions in working with a wide range of contacts, and to negotiate sustainable and effective outcomes.
* Proven ability to communicate at all levels, with both technical and non-technical audiences, translating complex concepts into understandable, relevant, appropriate and compelling messages through the effective use of presentation and training tools and techniques.
* Able to work with project teams to ensure change plans are integrated, resource plans are developed and advise stakeholders of resource requirements and associated costs.
Experience
* Experience of developing change management strategies for key strategic programmes and initiatives, applying a structured methodology.
* Experienced in working as a key part of cross-functional team to deliver large-scale organisational change.
* A strong understanding of how people journey through change and experience of leading change across a large-scale, complex environment.
Specific Qualities (e.g. attitudes)
* Proven strength of character and resilience to drive change, with the demonstrated ability to manage soft factors sensitively.
Desirable Criteria
* A working knowledge and experience of working in Higher Education.
* A formal change management qualification (e.g., Prosci change management certification) is desirable to the role.
Additional Information
* Determine, monitor and review progress on business readiness targets, business engagement activity, training design and deployment activities, key operational metrics and return to productivity measures, providing feedback on performance to the teams.
* Plan, direct and manage the series and sequence of activities to bring stakeholders to the required level of commitment, prior to go-live.
* Aligned to the project plan and timeline, design training and development strategy and plan for cross-University teams to meet the required levels of knowledge and ability to change, and the individual needs of stakeholders.
* Aligned to the project plan and timeline, design training and development activity through the identification of current capabilities and the needs of the project, the creative use of available resources and the application of Equality and Diversity legislation.
* Determine, monitor and review risks inherent in proposed changes, to ensure any potential scheduling and performance issues have minimum impact on provision of other services.
* Provide advice and expertise on all aspects of business change to the programme manager, programme board and University Steering Group to contribute to decision making of significant impact.
* Perform other duties required by the Director of University IT, or other University senior management which are not included above, but which will be consistent with the role.
* Understand and if necessary will carry out tasks normally associated with more junior colleagues as required by operational demands. Carry out some duties associated with a more senior role for developmental purposes.
* Ensure compliance with legal and regulatory requirements in respect of equality and diversity, data protection, copyright and licensing, security, financial and other University policies, procedures and codes as appropriate.
* Take reasonable care for the health and safety of yourself and of other persons who may be affected by your acts or omissions at work in accordance with the Health and Safety at Work Act 1974, EC directives and the University’s Safety, Health and Environment Policies and procedures and to cooperate with the University on any legal duties placed on it as the employer.
Where the role requires staff management and leadership the following responsibilities will also apply:
* Be ultimately responsible for development and pastoral care and welfare of the staff under your line-management including objective setting, appraisal, performance review and training. Be a point of escalation for welfare issues including dealing with matters where there are no set guidelines or procedures.
* Ensure that staff for whom you are responsible operate within appropriate risk assessments and operating procedures and are compliant with all University procedures and policies.
