To work with partners across the ICS to agree IG arrangements to enable appropriate information flows and collaborative data sharing to support the delivery of the commissioning ambitions in the long term plan Work effectively with the ICS IG and Digital Boards on projects and programmes as required, such as Shared Care Record, Population Health Management and NHS wider data sharing initiatives Ensuring the ICBs information governance arrangements meet national and statutory standards and are operating effectively; Collecting evidence for annual DSPT submission Development of Information Governance Policies and Procedures and assurance of implementation throughout the organisation Developing processes to ensure IG compliance with individuals who are working on behalf of the ICB Meeting and liaising with internal and external auditors of the ICB and sourcing information requested To be responsible for ensuring appropriate training packages are updated and delivered to staff and to make amendments where changes in practice and process occur Monitoring compliance with mandatory basic Information Governance training for all staff and specialist roles training Negotiating and advising on Information Data Sharing Agreements Providing guidance and assistance in completing Data Protection Impact Assessments. Providing regular Information Governance briefings to staff in the form of newsletters, lessons learnt and face to face briefing when appropriate Advising on IG requirements for new procurements to ensure compliance with mandatory Information Governance requirements Providing second line review of Subject Access Requests. Provide second line review of exemptions for Freedom of Information Requests Ensuring all relevant Information Governance mandatory registrations and returns are submitted and applied for on time Providing qualified Information Security reviews and investigations into possible information security incidents Carrying out ad-hoc and requested Information Security Audits Develop and maintain an Information Security Management System Develop and maintain an Information Asset Register, with the involvement of IAOs and IAAs Carrying out annual review and risk assessments on the Information Asset Registers and providing annual assurance reports Carrying out annual Data Mapping Liaising with IT providers on all Information Governance issues Supporting GP Practices with specialist advice to support the production and maintenance of local information governance policies and procedures. Provision of advice and support to GP practices on the investigation of possible information security breaches and incidents in accordance with national guidance and legal requirements. Provision of advice and guidance on how to complete the DSPT, including the collection and collation of evidence in support of DSP Toolkit submissions. Individual practice support to discuss DSPT compliance is required. Provide practices with evidence required where this is held or sourced by the Supplier. Provision of advice and guidance to GP Practices on IG related issues, including existing operational processes and procedures or new business initiatives. Training Primary Care in relation to Information Governance, including the development and provision of training materials to support IG, as required, and delivery of ad-hoc IG training that is not covered by the mandatory online Data Sharing Awareness training module. Planning The post holder will be required to plan the delivery of the IG strategy, annual DSPT submission and policy to ensure the organisation achieves its strategic aims. The post holder will be required to ensure appropriate and timely information on the progress against the IG work plan are available for the schedule of reports and committees supporting the IG agenda. Data analysis The post holder will be required to collate and analyse information and data on the various IG work streams (with specific reference to the elements covered in the DAPT) to enable clear and comprehensive reporting to Audit Committee and IG committees. This will include conflicting demands in resource, securing evidence from external providers i.e. IT for cyber security controls and compliance from all areas of the organisation to complete and conform to IG requests for Data protection. The post holder will be required to develop and maintain various information systems for the collation and processing of IG information and data to support the required reporting both internally and externally The postholder will need to demonstrate effective communication skills to communicate complex processes to staff to ensure compliance with the IG policy and GDPR. There will be occasions where staff will have different views and conflicting opinions on the advice that the post holder gives. There will be occasions when the post holder needs to speak with members of the public relating to SARs requests where the information maybe sensitive for example individual case management or complex health care. The post holder is responsible for the development and implementation of all policy and service improvements. Financial responsibilities - the post holder will hold a delegated budget for information governance The post holder will need to carry out complex one off audits to test the effectiveness of the IG policy to ensure compliance with the requirements.
