We are also recruiting a 2nd Senior Procurement Officer role under a 12-month Fixed Term Contract.
Your responsibilities...
* Manage High-Value Procurements: Oversee end-to-end procurement processes for high-value contracts exceeding £200,000. Utilise frameworks and dynamic purchasing systems to manage various categories and teams, ensuring compliance with legislation and regulatory requirements from initial scoping to contract initiation and beyond.
* Manage Mid-Value Procurements: Manage procurements ranging from £25,000 to £200,000. Ensure all processes align with legal and regulatory standards, covering a variety of categories and teams from initial scoping to contract completion.
* Manage Low-Value Procurements: Provide continuous guidance and support to teams handling procurements under £25,000. Act as a critical friend throughout the procurement process, offering expert advice and assistance.
* Strategic Development: Assist in developing and applying procurement strategies across all operations. Promote innovative and progressive methodologies that deliver tangible outcomes, significant social value, and value-for-money benefits.
* Market Research: Adopt a compliant approach to researching and engaging with supply markets. Enhance the organisation’s knowledge and market intelligence, considering innovations, cost drivers, and other factors to inform commercial decisions.
* Stakeholder Management: Deliver outstanding stakeholder management, working closely with residents, internal customers, suppliers, and third-party organisations. Demonstrate excellent stakeholder focus, offering support, advice, and a proactive ‘can-do’ attitude to balance requirements with proportionate risk management.
* Pipeline Management: Take responsibility for updating the strategic procurement pipeline. Ensure all procurements comply with legislation and internal policies, identifying risks and potential compliance issues for resolution and business sign-off.
* Administrative Oversight: Manage administrative tasks including award notices, contract signing, and supplier setup. Ensure all documents and notes are retained and saved according to the PA retention policy.
* Team Development: Support the development of Procurement Officers, ensuring they have clear knowledge and exposure to above-threshold tenders. Facilitate relevant training across all sites on procurement documentation and wider topics.
* Networking and Continuous Improvement: Attend procurement networking events and contribute to other projects and administrative activities as needed.
Our ideal candidate...
* Education: Educated to A Level or possess equivalent demonstrable experience gained within a procurement environment.
* Certification: Chartered Institute of Procurement and Supply (CIPS) Level 3 Diploma or higher, or currently working towards it.
* Knowledge:
o Extensive understanding of Public Sector procurement and the Procurement Act 2024.
o Solid knowledge of contract management and procurement law.
o Familiarity with the Social Value Act and Commonhold and Leasehold Reform Act 2002 (Section 20).
o In-depth understanding of Public Contracts Regulations and Procurement Bill 2023.
* Experience:
o At least 3 years in public sector procurement.
o Proven track record in conducting major procurement exercises across various categories, including hard and soft facilities, responsive and planned repairs, development, and back-office solutions.
o Experience with e-procurement portals, P2P systems, and procurement category management, encompassing upstream market understanding, strategy, tendering, contract awards, and downstream implementation.
o Strong background in managing contracts and enhancing supplier performance.
o Skilled in delivering further competitions via multiple consortiums.
* Analytical Skills:
o Proficient in supplier and spend analysis.
o Strong analytical capability to inform procurement decisions.
* Sector Knowledge:
o Good working knowledge of the social housing sector.
o Familiarity with JCT suite of contracts.
