Invitation to tender
The Museum of Gloucester is seeking to hire a freelance education specialist to facilitate the development and implementation of a new, reimagined Museum-led schools programme as part of our core activity.
This piece of work will be the first step in the development of this an updated learning offer for the Museum across several strands of education activity. These will ultimately include self-guided activities, outreach sessions, loans boxes and more. The development of our learning offer initially prioritises engagement with children and young people in formal education settings through workshops and activities that will take place within the Museum of Gloucester.
This opportunity is to fully develop new Museum-led sessions for schools that draw on the Museum of Gloucester’s collection and other assets, offering educators attractive options relevant to key learning objectives and themes for Key Stage 2 pupils.
About the Museum of Gloucester
Found within the city of Gloucester is an internationally important collection of treasures, comprising of nearly one million objects. The Museum of Gloucester tells the story of the city’s origins as a Roman settlement and its subsequent development through the Dark Ages and Medieval period. This fine Victorian building also has a significant collection of art including paintings by Richard Wilson, Thomas Gainsborough and Thomas Dibdin. The Archaeology collection includes the world-famous Birdlip Mirror, impressive Roman tombstones and the Gloucester Tables Set, the oldest complete backgammon set in the world.
The Museum of Gloucester is a Local Authority funded Museum, managed and administered by Gloucester City Council. It is a fully accredited Museum and works in partnership with other museums and heritage organisations across the county to represent the heritage and tell the story of the lives of the people of Gloucestershire.
Context for the work
The Museum has recently undertaken a review of its programme and the relationships between collections, temporary exhibitions, engagement, learning and other activities. This has led to the creation of a new programme framework that places our audiences and communities at the heart of our ethos and activities. We are currently in the process of transitioning to this new activity structure.
Prior to this, some initial work had taken place to develop a renewed learning programme, including the development of ideas and plans for a range of Museum-led activities. This information, which responds to the opportunities offered by the Museum’s collection will be available to the appointed supplier and includes teacher feedback on past activities, broad themes/session idea development and data connected to past programme uptake.
The intention of commissioning this work now is to create a simple to understand, clear, high-quality offer of in-house Museum-led activities to schools, related to a choice of theme or topic areas in line with the curriculum for Key Stages 2.
We wish to work with an external consultant to develop the content for these sessions in advance of the appointment of a new staff member (as detailed above), so that activities can be in place quickly and implemented with minimal delay. This initially limited activity will be supplemented as the learning programme grows in scale in 2025. This may lead to offer further opportunities for contracted work to support the development of new content in the future.
Fees
This project is being commissioned by the Museum of Gloucester (part of Gloucester City Council).
Consultants are invited to submit a short proposal in response to this brief up to a maximum value of £6,000 (inclusive of VAT). In your tender, please include a breakdown of all costs, including
* an indicative day rate and the number of days the budget will allow
* all travel expenses
* any other costs associated with the work

* Description of your approach to delivering this consultancy, including a delivery timeline (maximum 3 pages)
* Two examples of similar previous work
* A fully costed budget as detailed above
* One or more of a CV, company history or link to website portfolio of work
* At least two references for relevant work that can be contacted
Please take note of the following timescales:
* Tender proposals should be submitted by midnight on Friday 17 January 2025 to Amy Washington (Programme & Exhibitions Officer) via the contact details listed at the end of this document
* Shortlisting, consideration and selection of final candidate(s) to take place week commencing 20 January 2025 with the successful candidate selected and appointed by 31 January 2025 at the latest. The contractor should be available to commence work asap in order that the work is completed by 14 March 2025.
The following criteria will be taken into consideration during the tender process:
* The degree to which the proposed approach is imaginative, collaborative, practical, relevant and appropriate
* The extent of relevant previous work/consultancy undertaken for relevant organisations and in particular evidence of delivering schools learning activity connected to Museum collections
* Demonstrated ability to complete to deadlines and within budget
All tenders received will be assessed in order to arrive at a shortlist for interview, after which the appointment will be made.
