About you:
We are looking for an enthusiastic and experienced professional with a good depth of knowledge of Council Tax and Business Rates, who is a strong leader, good problem solver and confident decision maker and can coach and mentor others to be the same. You must have at least 2 years related work-based experience in a demanding leadership role including line management responsibilities and have a good working knowledge of Capita One Revenues and NNDR software or similar. It is important that you are highly motivated to deliver service improvements but also to ensure that the service is compliant with legislation and case law and provides great services to support residents and the business community. As well as excellent interpersonal skills, you must have the ability to adapt to change and successfully lead others through the change process. You should have experience in resolving complex council tax and business rates cases and providing technical advice and guidance to senior managers, councillors, colleagues, customers, and external organisations.
About the role:
This is an outstanding opportunity to become one half of the leadership team of the Revenues and Benefits Service and play a key role in moving the Revenues Service forward. This role will be reporting to the Service Lead Finance and is responsible for providing leadership and operational managerial direction of the Revenues Service in the administration, collection and recovery of Council Tax, Business Rates and Exeter’s Business Improvement District Levy.
You will be leading on a wide range of service priorities and cross-council initiatives including:
1. A restructure of the Council Tax service.
2. Introducing a set of relevant performance measures for Revenues and identifying opportunities for service and business improvement.
3. Reducing expenditure and maximising income, whilst preventing fraud and error, through improved digital services.
4. Understanding the users of the services and their current journey, identifying their needs, and designing the services to meet these needs as well as the needs of the Council.
About the team:
The Revenues Service sits within the Finance Directorate and currently consists of a Business Rates team, a Council Tax Billing Team, a Council Tax Recovery Team, and a Payments Team, and delivers key statutory services for the Council, working alongside colleagues in the Benefits & Welfare Teams and Corporate Customer Support. Partnership working is key, and the service works closely with colleagues in the other Devon district and unitary authorities through the Devon Revenues & Benefits Officers group as well as sharing an IT service with East Devon and Teignbridge Councils.
