People & Culture Business Partner (Corporate) and Workforce Lead

The P&C Business Partner and Workforce Project Lead provides leadership on workforce planning and associated projects, as well as a business partner service to the Corporate Services' Departments. You will support the Care Group Heads of People & Culture and Executive Directors in developing the people and workforce capacity and People plans to support the delivery of Trust plans, whilst promoting the health and wellbeing of our teams and ensuring that Trust values are lived.
You will take a leading role in the wider People team providing project support and advice.
Main Duties of the Job
Working closely with the Head of People and Culture Programmes, Heads of People and Culture, and Head of People and Culture systems you will lead on the development of strategic workforce modelling and plans, providing insight and coordination for the workforce planning and transformation agenda EKHUFT. To support with the integrated workforce planning and Corporate People Plans.
Manage the workforce planning cycle including the workforce return element of the annual plan to NHS Kent and Medway.
Support the development of new clinical roles that are aligned to the Trust's clinical strategy and service developments. You are responsible for co-ordinating and monitoring significant workforce activity, such as ER and recruitment; play a leading role in business planning; take personal and shared responsibility and accountability for the delivery of key workforce, financial and service objectives; support Trust health, wellbeing and engagement initiatives; support change management and development programmes and lead on workforce initiatives.
As Workforce Lead you will be responsible for co-ordinating and integrating workforce plans across the Trust, including projects and plans for specific projects, staff groups or services. You will act as a key point of contact within the People & Culture team for workforce planning.
You will ensure that accuracy and use of all workforce systems and data is maximised and can intelligently support and inform activity and workforce planning.

Job Responsibilities
Your key responsibilities will be to:
1. Provide effective, visible, professional People & Culture and workforce leadership across Corporate areas and in conjunction with external NHS colleagues.
2. Be the Trust's point of contact for the annual workforce return, ensuring data is collected, input and uploaded within agreed timeframes and in conjunction with the Business and Workforce planning process.
3. Work with Corporate teams and the ICS to support, develop, inform, implement and review Care Group, Trust and regional workforce strategies and annual returns.
4. Develop workforce planning processes that support short, medium and long term business needs.
5. Working closely with the People services team & Systems Manager, ensure that ESR data is aligned to workforce planning requirements.
6. Be the key workforce representative for Corporate areas at Performance Review meetings, and any other relevant meetings in your role as a key part of the leadership team, including active involvement in any actions relating to workforce interventions.
7. Be the point of contact for People and Culture teams for the Corporate areas, so that the performance of recruitment, occupational health, learning and development, HR systems, OD, Staff Engagement and employee relations meet the needs of the organisation, ensuring any issues are discussed, supported and rectified with the relevant lead, or escalated if necessary.
8. Ensure all Corporate leads have access to timely and relevant workforce data and information on the performance of their workforce, providing advice, support and guidance to improve outcomes.
9. Work closely with Corporate leads for the achievement of workforce KPIs, such as vacancy, sickness absence, retention, statutory training and appraisal rates, leading on specific activities to make sure targets are met.
10. Be the principal point of contact for Corporate service department leaders and managers on people and workforce matters.
11. Lead on the production of an annual training plan, based on an ongoing needs analysis, for managers and staff working in the Corporate areas, submitting the plans for funding, prioritising training based on agreed funds, and authorising agreed requests.
12. Lead on the development and maintenance of the People & Culture workforce reporting systems.
13. Be the principal contact for workforce within the People & Culture care Group teams for Clinical Strategy, Innovative Workforce groups and other workforce projects and events within the Integrated Care System.
14. Support and be a key contact for Trust wide projects requiring a workforce expert.
Person Specification
Qualifications
* MCIPD Qualified, or working towards CIPD Qualification.
Experience
* Demonstrable senior HR management experience at operational/business partner level in a large organisation.
* Experience of design and delivery of interventions that impact individuals, teams, and/or processes.
* NHS experience within HR/People team.
Skills
* Excellent communication, influencing and interpersonal skills to engage and develop relationships across a wide range of disciplines.
