How you'll make a difference
You will make a difference by coordinating and managing the delivery of facilities management soft services statutory compliance to council property assets. As a Health and Safety Technician, you will act as the lead in ensuring compliance and standards are met, making recommendations on appropriate mitigating action when required.
The Maintenance and Health and Safety Team ensures the council has a safe and performing estate, and is made up of building surveyors, mechanical and electrical engineers and facilities specialists. The team supports maintenance plans, developing the repairs and maintenance programme, procuring and managing minor capital projects and providing a specialist technical role on major projects.
What you will be doing
1. You will be responsible for facilities management soft services compliance and the coordination and management of fire risk assessments, fire drills, fire alarm testing, staff BECO, fire warden, PEEPs, evacuation chair maintenance, fire doorset inspection, first aid, asbestos data, and training.
2. Coordinating the council supply chain, you will maintain costs and effectively maintain statutory compliance of FM soft services, procure surveys, actions, and undertake annual inspections and contractor engagement induction data.
3. It will be your responsibility to carry out workplace inspections and provide advice and guidance to managers on how compliance can be achieved and maintained and ascertain FM soft services property asset compliance.
4. Reviewing and interrogating data, you will ensure policy and statutory compliance, identify risks, consolidate data, reach conclusions, and recommend cost effective solutions, proving regular management information and reporting.
5. Assisting the Facilities Management Team, you will develop and implement health and safety measures, policies and procedures and methods of monitoring impact against statutory and approved standards in a timely and efficient way.
6. You will organise health and safety training provided by the team and with support, deliver health and safety training within guidelines set out by the Health and Safety Compliance Officer.
What we need from you
1. You will hold a degree or equivalent qualification in either health and safety, facilities management, construction, or property, or equivalent relevant experience. You must hold or be working towards a relevant professional or technical qualification in either health and safety or facilities management.
2. It is desirable that you hold a NEBOSH diploma and be P405 qualified in the management of asbestos in buildings and have knowledge of construction design management regulations.
3. We require you to have relevant practical experience; backed by a comprehensive knowledge of both health and safety and M&E services legislation and experience in the development of health and safety policies within the built environment and working with enforcement agencies (such as HSE, fire service, environment agency) on behalf of a duty-holder organisation.
4. You will be able to prioritise competing workloads and have a commitment to achieving results and influencing performance through working positively and effectively with others.
5. You must have strong data management skills, together with experience of software packages including Microsoft Office, Sharepoint, and asset management systems.
6. Given the elements of the role, you must have the ability to evaluate risks that are likely to arise within the council’s work and understand how to put measures in place to control them in an appropriate manner.
