Procurement Specialist 6 Month Contract Warrington Nuclear project Inside IR35 Our Client has a requirement for a Procurement Specialist, who will be required to work on a contract basis in Warrington. Role Purpose: The Procurement Specialist will work with key stakeholders, account teams, and suppliers to drive the operational execution of projects, bids, and other critical business activities. Job Role Responsibilities: Collaborate closely with suppliers and stakeholders to identify and implement cost-effective and technically efficient supply solutions considering cost, performance, quality, and programme requirements. Manage sourcing and tendering processes in line with agreed project and programme deliverables. Engage early with stakeholders to review and challenge specifications, and develop robust and innovative procurement strategies outlining marketplace, cost levers, and value levers. Lead negotiations with suppliers to ensure cost-effective supply solutions are achieved. Develop robust contract award recommendations detailing the rationale for the award. Ensure the company’s commercial position is best protected and properly reflected within formal subcontracts and purchase orders. Manage post-contract activities to ensure adherence to terms regarding cost, programme, and quality. Ensure all technical and quality requirements are fully satisfied and all material and service requirements are supplied in accordance with project programmes. Lead supplier performance monitoring and development initiatives. Monitor and track personal performance against functional targets to continually improve value and performance in procurement activities. Liaise closely with Quality Assurance, Project Management, Engineering, and Planning on all aspects of supply chain activities. Ensure a strong health, safety, and environmental ethos throughout the company’s supply chain. Support the development and execution of a Segmented Supplier Relationship Management strategy to improve supplier performance, develop critical/strategic relationships, attract innovation, reduce risk, and contribute to the growth of the value delivery plan. Ensure supply chain risks are known and mitigated. Support the development and execution of a Category Management strategy to optimize the supply base, build communities of practice, and deliver superior results from sourcing and supply management. Contribute significantly to the ongoing capability development and performance of the function. Experience / Skills / Knowledge / Qualifications: Qualified to degree level or equivalent. Corporate membership of CIPS is highly desirable. Ability to work in cross-functional teams and experience in stakeholder management and influencing skills are essential. Sound understanding of end-to-end sourcing and supplier management processes with the ability to identify and capture incremental value in an operational working environment. Experience in planning and implementing supply arrangements, managing supplier performance, and scheduling of deliveries. Experience managing complex contracting and subcontract models, including management of flow-down matters. Experience with the NEC3 or 4 contracting model is highly desirable. Experience working in a major engineering-based industry, focusing on major projects such as nuclear, construction, aerospace and electronics, engineering, manufacturing or M&E, oil and gas, plant and equipment, power and process, or transmission and distribution. Good understanding of cost models/business models, particularly related to NEC models, familiarity with accounting practices, commercial audits, forecasting and valuations, and supplier costing models. Good understanding of contract terms and conditions and the ability to draft subcontract terms as required and appropriate.
