Directorate: Adult Care, Housing & Public Health
Type: Permanent, Full time, 37 hours per week.
A rewarding role for a Quantity Surveyor has opened up within the Housing Property Services under the Adult Care, Housing and Public Health Directorate. The role is to oversee the contractual and commercial management of several repairs and maintenance contracts.
You will ensure a strong contractual, commercial and financial focus on the delivery of the Housing Repairs and Maintenance contracts. You will pro-actively manage relationships and partnerships to ensure defined service and contractual outcomes are achieved and improved upon throughout the term of the contracts within the constraints of the budget.
Key duties include:
* Leading on the contract management of multiple contracts including but not limited to Damp, Mould, Asbestos, Stairlift and Lift Servicing, Stock Condition Surveying and ad hoc environmental works, including financial review, forecasting and reporting, application for payment management and final account review and processing, variation approval and risk management.
* Leading on the KPI analysis and reporting of all HPS contracts.
* Leading on the reporting of all HPS contracts Social Value contributions including co-ordinating and focussing providers' Social Value deliverables in line with Council Plan priorities.
* Understand, maintain and develop the register of SOR’s applicable to different contracts to reflect changes in demand and requirement and work types as these develop over the life of the contracts.
* Continually review processes and procedures to drive efficiencies and innovation into contracts.
* Work with the Strategic Asset Management Team to assist in compiling annual work programmes and generate target costs for workbooks.
* Provide monthly reports on forecast outturns for all relevant budget lines to the Commercial Manager.
* Identify and raise any commercial or operational risks/issues for consideration to senior management, along with any potential mitigating strategies.
* Ensure that technical specifications are kept up to date and that opportunities to continuously improve and develop these specifications are sought to ensure high quality, value for money, environmentally friendly and sustainable solutions are delivered.
* Ensure high quality information is produced and presented to internal and external agencies when requested.
* Provide professional advice on matters relating to work programmes, targets, and objectives.
* Ensure and enrich liaison with other teams and stakeholders to facilitate and improve service delivery.
* Assist other officers and managers with the resolution of contractual disputes and conflicts.
* Participate in ad-hoc project teams as required.
* Work with the Procurement Team to take a lead on tenders where required and ensure adherence to procurement regulations.
* Ensure contractual compliance via contract enforcement and contract mechanisms such as producing Change Orders.
* Aid other members of the Commercial Team in periods of absence, leave and high demand.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
