Position: Manager-Waste
Location: Plymouth, MA; Pilgrim Nuclear Power Station
Holtec Decommissioning International (HDI) seeks qualified applicants for a management position in its Radiation Protection Department based at Pilgrim Nuclear Power Station.
A Radiological Waste Manager is responsible for overseeing the safe and compliant collection, treatment, storage, and disposal of radioactive, mixed and hazardous waste, ensuring all activities adhere to strict regulations and safety protocols within a nuclear facility or related industry. This includes proper identification, classification, packaging, and transportation of radioactive, hazardous and mixed materials while minimizing environmental impact. The management role involves providing technical direction, interfacing with project managers executing D&D at a commercial reactor, strategic planning, and oversight of contractors performing work to ensure compliance with requirements. Coordination with the HDI fleet with respect to sharing operational experience, programs and processes for waste management and transport. Support site and company initiatives and business development. The position is site-based; however, some travel is required to sites and company locations.
Key Responsibilities:
1. Waste characterization: Identifying and classifying various waste types based on its type and activity level to determine appropriate handling and disposal methods. This includes hazardous wastes and substances in addition to radiological materials waste. Knowledge of NRC – part 61 and USEPA/state 40CFR part 261 and part 268 to meet generator and waste disposal acceptance criteria.
2. Waste collection and segregation: Organizing the collection of identified waste from various sources within a facility undergoing D&D, ensuring proper segregation and efficient waste handling. Practice waste hierarchy, through support of waste minimization and segregation.
3. Waste treatment and conditioning: Implementing processes to reduce the volume and activity of various waste types through standard decontamination, solidification, volume reduction techniques. Familiar with the development of waste management plans.
4. Storage and packaging: Managing the safe storage of various waste types in designated areas, ensuring proper packaging and labeling to comply with regulations. The candidate should have experience with packaging design, performance specifications and procurement of containers or storage systems.
5. Transportation coordination: Arranging the transport of various waste types to appropriate disposal facilities, including coordinating with hazmat shippers, licensed transportation companies and adhering to transportation regulations.
6. Compliance with regulations: Staying informed about and ensuring adherence to all local, Federal, and international radioactive waste management regulations.
7. Safety and ALARA oversight: Implementing and monitoring safety procedures to protect workers and the environment from radiation exposure during waste handling activities.
8. Recordkeeping and documentation: Maintaining detailed records of all waste management activities, including waste generation, treatment, storage, and disposal. Reporting of weekly, monthly and annual reports.
9. Emergency response planning: Participating in emergency response planning and procedures for potential radioactive waste and chemical hazard incidents.
Minimum Technical Requirements:
* 5 years’ proven experience in radioactive waste management or a related field.
* BS or BA degree in engineering, environmental science, health physics or a related field.
* Knowledge of federal, state, and local regulations regarding radioactive and hazardous wastes. This includes container & package specifications.
Desired Additional Qualifications:
* Working knowledge of Radman, Solidworks, Excel, and Access database.
* Dept of Transportation hazmat shipper qualifications, IAEA Transportation Safety Regulations.
* Excellent problem-solving and risk management skills.
* Procurement specifications development and contract management skills.
* Strong communication and training skills.
* Ability to work under pressure and respond to emergencies effectively.
