We are looking to appoint a Procurement Manager on an initial 6 months basis with the potential to extend. The aim of the Procurement Department is to maximise savings and benefits, improve capability and to make sustainable procurement Business as Usual for the goods and services we need. The team supports our Corporate Plan through the efficient procurement of goods and services, developing collaborative working partnerships, whilst meeting statutory obligations. The post holder will report to the Head of Procurement for day-to-day activities and functional development. The Procurement Manager will work in collaboration with internal colleagues and external organisations to deliver a customer focused approach to continuous improvement, encouraging all team members to meet the needs of customers across the organisation. Occasional direction will be given by Director of Corporate Services as appropriate. Background to the role As a fixed term position, the postholder will require to establish, influence and maintain effective contacts both internally (at Director and Head of Department level) and externally with project stakeholders and key suppliers. The role will be positioned to directly impact on the project's finances as efficiencies are identified and implemented. Monitoring, measuring and reporting on the progress and impact made to the project through a program of effective procurement is a key factor of the role. Functional management and development will be provided by the Head of Procurement. What is the job? 1. Responsibility for the development, implementation and delivery of the procurement workstream required to deliver the Corporate Plan in accordance with the organisation's sustainable Procurement Strategy, Procurement Policy and current Procurement Directives. 2. Develop and manage a tender wave plan, applying the principles of the Scottish Government Procurement Journey, seeking opportunities to rationalise and consolidate commodity outputs across the event staging requirements 3. Prepare and submit correspondence and recommendation papers for appraisal and approval / decision-making within an agreed governance structure. 4. Develop and implement commodity strategies, based on sound market research and engagement, considering whole life costs, market forces and risk, including but not limited to Cyber Security, Data Protection, etc. 5. Seek out, initiate and lead cost reduction and value add initiatives across the organisation's projects, ensuring that value for money and best value efficiencies are achieved and recorded in all procurement decisions, while operating within strict adherence to internal and external procurement policy. 6. Ensure that the Sustainability Procurement Duty is at the heart of all procurement activity and that the sustainability and legacy aspirations of the project are reflected in specification development and contract. 7. Operate a programme of Contract & Supplier Management, aligned to the Scottish Government's Procurement Journey, ensuring that the key outputs of the commodity strategy are achieved, risk and contractual compliance is maintained, and that operational performance and efficiencies are realised. 8. Maintain key stakeholder engagement, management and communication within the project and the wider audience, ensuring that governance is adhered to and information shared at a time and in a format appropriate to the stakeholder. 9. Support the implementation of ePurchase Cards within the project in line with Scottish Government Policy. 10. Represent the Group during internal and external audit on procurement matters, ensuring that the organisation can evidence compliance with relevant procurement directives and policy through the production of supporting audit files. A wide knowledge of contract law, International and UK procurement legislation alongside an appreciation of Government developments in terms of Sustainable Procurement. • Proven ability to work effectively in complex collaborative environment with significant experience of partnership working both internally and externally and the ability to establish trust and credibility. • Strong commercial awareness with an in-depth understanding of the funding and financial issues that influence and affect decisions. • Experience in Contract & Supplier Management • Project Management skills • Change Management skills What we’d like you to have • Ideally the postholder will have, or be working towards a professional Procurement qualification (e.g. CIPS) • Knowledge and understanding of current public sector procurement best practice with appropriate experience of Scottish public procurement regulations • Experience of Oracle Cloud ERP, or similar purchase-to-pay system.
