Position is responsible for:
Qualifications & Skills
* Fluent French speaking
* Valid Offshore Medical and Chester Step
* Valid GWO Certification including Sea Survival, First Aid, Fire Awareness, Working at Height
* Marine Radio Qualification (GMDSS ROC, GOC or other applicable Marine Radio Qualification)
* Civilian Aviation Authority (CAA) Aeronautical Radio Certificate (project dependant)
* HUET (project dependant)
* Certificate of Competency (Master 200GT or above) or 3 years working as an MC (if CoC has expired) or 3 years in a similar role/industry (e.g Coastguard operations, VTS, Offshore logistic)
HSE Responsibilities
* Following health, safety and environmental policies, procedures, and instructions
* Reporting any hazards or failings in safety procedures
* Taking reasonable care of their own HSE compliance
* Strive to improve HSE both personally and for the business.
* Promote HSEQ aspects across project delivery
* Understanding of risk assessments and method statements
* Understanding of relevant national and international regulations for maritime safety and protection of the marine environment
* Knowledge of wind farm ERPs and ERCoP
* Ability to use and understand IMO Standard Marine Communication Phrases
Main Duties
* Management of day-to-day offshore vessel operations
* Coordinate all vessel and personnel movement within the offshore windfarm construction site with the aid of a marine management software
* Chair daily planning meetings with contract site managers ensuring any conflicts of interests are met with a solution
* Direct point of call for an offshore emergency; support emergency response and search and rescue operations
* Create, review and understand project documentation, such as: emergency response plan, risk assessments and safe systems of work
* Communicate confidently at all levels to ensure work scopes are carried out efficiently
* Check and validate the certification of personnel and vessels to ensure they are permitted to work on the windfarm
* Act as the main point of contact in the marine coordination team for any issues that occur
* Collate and keep up to date with weather reports, checking the forecast regularly to be able to broadcast when there are bad weather windows to the vessels and contractors
* Knowledge of certification of vessels and personnel to work offshore and permit to work systems
* Promulgate notice to mariners
* Daily manifesting of personnel and cargo as per project requirements

Knowledge
* Computer literacy skills – Intermediate Excel, Word, Outlook and Teams
* Knowledge of Standard Forms of Contracts
* Offshore renewable experience (construction and O&M)
* Able to demonstrate competency with IT skills.
* Understanding of the content and application of the International convention on the International Regulations for Preventing Collisions at Sea (COLREGS)
* Knowledge of electronic aids to navigation
* Understanding of shipboard navigational equipment and electronic means of navigation.
* Basic understanding of relevant vessel types, vessel stability, propulsion and bridge procedures.
* Understanding of the requirements of the IMP International Maritime Dangerous Goods (IMDG) Code.

* Training and knowledge on Marine Coordination Software
* Understanding of reporting procedures including but not limited to internal reporting, project reporting and reporting to external stakeholders
* Understanding of Audit systems and processes such as ISO and ISM audits.
* Knowledge of and ability to use navigational charts and nautical publications.
* Ability to apply the ERP and ERCoP in simulated emergency situations.
* Ability to interpret and apply meteorological information available.
