Interim Project Monitoring Officer

Pay Rate: £20.31 per hour PAYE
37 Monday – Friday, normal working hours
This opening assignment is for 5-6 months
City: SOUTH SHIELDS
Hybrid working. Role will require in person meetings with delivery organisations across South Tyneside (travel expenses will be paid).
Will consider a working pattern between 20-37 hpw.
Responsible for leading the monitoring and reporting the performance of a range of projects that are external funded by the UK Shared Prosperity Fund which are being delivered by the Council and external partners.
You will also ensure effective service delivery by supporting and monitoring the grant programme and funding contracts. These programmes or projects could be either geographical focussed, thematic or contract based.
Key Responsibilities:
Regular collection and collation of project and programme output, outcome and expenditure information.
Completion of data returns to the Government.
Administering payments to project delivery organisations.
Providing advice and support to delivery organisations to ensure satisfactory systems to monitor project and programme performance and finances are implemented.
Liaise with delivery organisations to provide guidance to ensure compliance with funding requirements.
Coordinating regular reviews and audits of individual projects and to support the effective development, progress and evaluation of the programme and project portfolio.
Liaise with the Council’s finance, procurement and legal teams to ensure the programme and all projects comply with financial and legal regulations and funding rules.
Negotiate with and resolve any conflict and variations to contracts between partners, delivery organisations and other stakeholders with regards to the delivery of projects and programmes.
Qualifications:
Finance qualification e.g. AAT
Knowledge:
Very good knowledge of Microsoft Excel
Experience:
Experience of funding programmes
Project monitoring and programme management experience
Skills & Abilities:
Ability to work to tight timelines with good decision-making skills
