The NHS England Commercial & Procurement Hub has been delivering high priority, fast-paced national programmes for 9 years, supporting NHS England teams in delivering national transformation programmes in digital primary care. We are an integral part of the NHS England Digital Primary Care Team.
Main Duties of the Job
We offer a range of procurement roles suited to motivated individuals who want to be part of a successful team delivering for the NHS, making a real impact on patients and systems. The Hub's role is to support the delivery of NHS England programmes to digitise primary care, improving access for patients as outlined in the NHS England Modern General Practice Model and the Delivery Plan for Recovering Access to Primary Care.
We provide a free-to-use service for customers, including all 6,300 general practices, all 41 Integrated Care Boards, and all 7 Regions within NHS England, impacting wider system partners as they join together to support patients throughout their healthcare journey.

Our team consists of approximately 68 members with roles in commercial, procurement, supplier management, market management, project and programme management, and customer support. Job Responsibilities

Education
* Educated to degree level in a relevant subject or equivalent level of experience in a similar role.
* Postgraduate degree in Management Studies or equivalent.
* Formal CIPS membership or level 4 NVQ in procurement.
Knowledge & Experience
* Foundation course in Prince2 project management.
* Evidence of continued professional development.
* Experience of coordinating projects in complex environments.
* Experience of managing and reporting risks.
* Experience of drafting briefing papers and correspondence at Executive level.
* Experience of setting up and implementing internal processes and procedures.
* Evidence of success in project management ensuring delivery within financial targets.
* Experience and skills in the use of Microsoft Project.
* Significant experience operating in a politically sensitive environment.
* Experience working within the public sector and knowledge of EU and Public Procurement regulations, Equality Act 2010, and Public Services (Social Value) Act 2012.
* Understanding of the public sector and health sector.
* Knowledge of financial systems, including budget management and procurement processes.
Skills & Capabilities
* Ability to communicate on behalf of the Deputy Director of Procurement or Senior Procurement Manager on a wide range of procurement issues.
* Able to draft briefing papers and correspondence at Executive level.
* Ability to liaise effectively with specialists to ensure compliance with legislation and clinical standards.
* Experience of managing a team without direct line management.
* Capability to plan over short, medium, and long-term timeframes and adjust plans and resources accordingly.
