Main Duties of the Job
The Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust have undergone an exciting change. By pulling together a Single Corporate Services Division across both Trusts, we will streamline processes, improve employee experience, and return time to patient care.
In this time of change, we are seeking an experienced Attraction Services Manager, who will use their expertise to help shape our service. In this role, you will be responsible for overseeing the daily operations of our recruitment function, ensuring that our recruitment and attraction activities are delivered to the highest standards, implementing streamlined processes and utilizing data-driven and cutting-edge technology to improve candidate experience.
This will be a high-profile, influential position, cultivating robust relationships with internal stakeholders, delivering a proactive service whilst developing inclusive recruitment processes, ensuring that diversity and inclusion are at the forefront of all recruitment activities.
Job Responsibilities
As the Attraction Services Manager, you will be a visible direct line manager for the Recruitment Team across both sites (IWT & PHU), ensuring a robust recruitment and selection and induction programme for new starters, undertaking appraisals and encouraging professional development within the team.
Key Responsibilities:
* Deliver a proactive and responsive recruitment service via a contract management model, ensuring all new starters are effectively, safely, and efficiently onboarded.
* Develop and produce monthly reports for the Head of People Services based on the alert, advise, and assure framework, to provide evidence the service is delivering the workforce strategy.
* Responsible for the development and delivery of a Resourcing Strategy, working closely with stakeholders across the organisations to deliver proactive recruitment services.
* Act as an advocate for an open, fair, and transparent approach to recruitment/attraction ensuring that the service always meets best practice standards.
* Manage disciplinary, capability, and grievance matters in accordance with Trust guidelines.
* Ensure absolute compliance with NHS guidelines, relevant employment legislation, and Trust policies in all recruitment activities, safeguarding the integrity and reputation of the Trusts.
* Lead on all executive and senior roles recruitment, including the Fit and Proper Persons requirements. Develop an in-house executive recruitment functionality. Liaise with external recruitment agencies where required.

Qualifications
* Educated to Masters Level or equivalent specialist knowledge.
* Professional registration and membership.
* Evidence of continual professional development.
Experience
* Experience of service redesign and development and change management.
* Experience of managing a service against key performance indicators.
* Experience of delivering a service to multiple organisations.
* Significant experience of managing people and teams.
* Significant experience in Recruitment and Attraction Services.
* Working within a healthcare environment with experience of developing and implementing workforce recruitment plans.
* Evidence of improving recruitment practice/streamlining.
* Experience of working across organisational boundaries.
* Evidence of improving practice or service development.
* Experience of dealing with and resolving service complaints.
* Experience of managing external contracts.
