This is an incredible opportunity for a registered children's nurse and/or primary care nurse who are keen to develop into strategic roles and contribute to the transformation of services and make a difference at a system-wide level.
This role will focus on those children and young people with respiratory disease, predominantly although not exclusively asthma. Asthma is the most common long-term condition affecting children and young people in the UK and one of the most common reasons for children and young people to attend hospital in an emergency. The role will also contribute to the development and transformation of children and young people accessing urgent and emergency care services/urgent treatments centres and/or primary care settings, who provide clinical advice to children and young people with minor illnesses.
Main duties of the job
As Children & Young People's Respiratory and Urgent and Emergency Care Nurse Specialist, you will work as part of a supportive and dynamic children and young people's team, within the quality and nursing directorate of Humber and North Yorkshire Integrated Care Board. The postholder will support the Respiratory and UEC Lead to deliver the mandate set out in the HNY CYP delivery plan, with a specific focus on respiratory disease and Urgent and Emergency Care across the HNY geography.
The post holder will act as a champion for CYP respiratory and urgent and emergency care and provide clinical advice and leadership in these respects:
* Support and provide professional leadership to the HNY system partnerships and support the development of a system-wide strategy and implementation plan in relation to respiratory disease and urgent & emergency care in CYP.
* Develop key relationships across the system partnership including primary and secondary care providers and ensure robust clinical governance is embedded within all work projects.
* Facilitate improvements in patient pathways, policies, clinical standards, and quality of care.
* Develop a business intelligence and population health methodology and subsequently lead work projects in relation to respiratory disease and UEC.

Job responsibilities
The CYP Respiratory & UEC Clinical Specialist will support the Respiratory & UEC lead to deliver the mandate set out in the HNY CYP delivery plan with a specific priority on respiratory disease and CYP Urgent & Emergency Care across the ICS partnerships. They will provide clinical advice and leadership in these respects:
* Support and provide professional leadership to the HNY system partnerships and support the development of a system-wide strategy and implementation plan in relation to respiratory disease and urgent & emergency care in CYP.
* Develop key relationships across the system partnership including primary and secondary care providers and ensure robust clinical governance is embedded within all work projects.
* Facilitate improvements in patient pathways, policies, clinical standards, and quality of care.
* Develop a business intelligence and population health methodology and subsequently lead work projects in relation to respiratory disease and UEC.
* Ensure health colleagues treating CYP with respiratory disease and UEC needs have access to the appropriate level of training, contributing to the delivery of training and education.
* Work closely with the ICS Respiratory & UEC lead to deliver the commitments set out in the National Bundle of Care for CYP with Asthma.
* Implement a risk stratification process to identify those CYP most at risk of asthma exacerbations.
* Embed the asthma friendly schools initiative across the ICS geography and be responsible for registration and monitoring of schools.
* Develop and lead networks in relation to Asthma Friendly schools within the 6 local authority/place footprints.
* Work collaboratively with all members of the multidisciplinary team including general practitioners, practice nurses, paediatricians, and school nurses.
* Drive strategic work in relation to UEC strategies including system-wide consultation and collaboration with all partners.
Person Specification
Experience
* Excellent knowledge and understanding of the management of CYP with asthma, minimum of tier 3 level as detailed in the National CYP Asthma Capability Framework.
* Excellent knowledge, skills and experience of CYP UEC in a variety of settings.
* Knowledge and experience of working with arms-length bodies and other health organisations.
* Good understanding of health system dynamics and the reform programme.
* A good understanding of how to use data to improve quality and productivity.
* Track record of delivering high quality asthma care.
* Some experience of working as a clinical leader.
* Experience of operating in the healthcare system.
* Experienced clinician with credibility and the ability to command the respect of all clinical and non-clinical professionals.
* Experience of developing, applying and reviewing an evidence-based approach to decision making.
* Experience of providing education sessions with multi-agency children's workforce/professionals and other stakeholders.
Qualifications
* Educated to degree level in a relevant nursing qualification (adults or children), supplemented by postgraduate diploma specialist training, experience or short courses to master's level or equivalent level.
