To provide effective leadership and be accountable for the safe and efficient management of the Respite children's home.
To ensure that the home achieves compliance with its Statement of Purposes (SoP) at all times and that the children and young people placed at the home receive the appropriate support to enable them to achieve positive and agreed outcomes in line with their care and support plans.
To meet the fit persons requirements of a Registered Manager with the approval of CIW.
To fulfil all duties and responsibilities of a Registered Manager as required by the Regulation and Inspection of Social Care (Wales) 2016.
Duties and Responsibilities
Job Specific
Provide effective leadership by:
* Accepting responsibility and accountability for all the day to day activities of the home and providing an example to be followed by others, creating an open, positive and inclusive atmosphere in the home.
* Developing and maintaining effective working relationships with key stakeholders including Health colleagues, Education colleagues, members of the local community, children, young people and their families, CIW, Case Management Social Workers.
* Representing the home to relevant individuals and organisations to ensure that the home and the services it provides are well recognised and achieve and maintain positive recognition both with professionals, children and young people and their families and members of the local community.
* Ensuring that the home's SoP is accurate, up to date and regularly reviewed to ensure that compliance is achieved at all times.
* Defining values and policies which take into account the requirements, expectations and policies of the home, Children's Services and Cardiff Council ensuring that key operational policies are maintained and available to employees, children and young people resident at the home as appropriate.
* Actively promoting understanding, implementation and compliance with the agreed model of care for the home (e.g., Restorative Approaches) and behaviour support programme (Strategies for Crisis Intervention & Prevention) and establish an effective key work system to support this, which includes the provision of individual and group work.
* Taking the role of Practice Leader, supporting and encouraging a Signs of Safety culture within the service.
People Management
* Accepting responsibility for developing own knowledge and skills, and for promoting the concept of lifelong learning for both residents and staff. At appropriate intervals, make assessments of performance, progress etc identifying development proposals in line with current objectives.
* Prioritising own work, setting and agreeing SMART objectives as appropriate and ensuring that any significant delays in progress are dealt with satisfactorily.
* Gaining the support, trust and confidence of team members and colleagues outside the home by providing appropriate communication, consultation and involvement in key areas of activity and decision making. Minimising personal conflicts by ensuring that values, standards and behaviour and performance are understood and observed, and that problem areas are discussed and dealt with in an appropriate way.
* Ensuring that staffing levels of the home and the skill mix required by the home are reviewed frequently, in line with agreed levels of service and operational demands. Monitoring staff usage, supervision and control, taking action where possible, to ensure a close match between staffing levels and need.
* Monitoring the recruitment processes within the home to ensure that best practice is observed.
* Delegating responsibility and authority to team members, taking into account equality of opportunity, ability of individuals and their development needs. Reviewing such delegation as appropriate to ensure effectiveness.
* Assisting team members with performance problems, providing guidance, encouragement etc, implementing performance management (capability) policies as necessary, taking appropriate and corrective action as determined by the circumstances.
Information Management
* Chairing meetings (team meetings, monthly Placement reviews etc) and ensuring that meetings are conducted in a manner which promotes involvement, understanding and achievement of objectives.
Resources Management
* Examining, reviewing and evaluating services provided by the home to ensure they meet current levels of need and achieve the desired outcomes for children and young people.
* Ensuring that services are provided to children and young people at the agreed time, and to the relevant specification and quality, consistent with individual assessments which have been undertaken, care plans etc, and that these are regularly reviewed by the home.
* Coordinating the identification, frequent review and management of the home's structure, key processes, records and systems in line with changes in care practice and recommended national standards, changing legislation improvement in operational efficiency etc. Ensuring that any changes are appropriately communicated and implemented in line with needs of various stakeholders.
* Ensuring that all activities and services are delivered in a manner, and in an environment which is sympathetic and conducive to the provision, at all times, of safe systems of work, and not likely to endanger the health and safety or welfare of anyone who provides or receives such services.
* Managing all resources (e.g., staffing, equipment, materials, premises, services, finance, supplies etc), required to deliver the services provided by the home.
* Ensuring the availability, at all times, of supplies needed for the day activities of the home.
* Controlling expenditure against budgetary constraints. Reviewing all financial and management information, taking note of both positive and negative variations. Analysing variances and determining corrective action as appropriate.
Performance Management
* Developing a performance management framework using Results Based Accountability methodology (RBA) that complies with the regulatory requirement to produce an annual quality of care report (Regulation 33 of the Children's Homes (Wales) Regulations 2002) and makes provision for quarterly and annual performance report cards that provide evidence of the level of service provided, the quality of service provided and the difference that the service has made to children and young people placed at the home.
* Regularly and frequently seeking the views of individual residents, their parents (unless this is inappropriate), case management social worker and staff employed at the home, and ensuring that these feed into the review of the quality of care.
* Promoting the ideals of continuous improvement within the home and sharing ideas, initiatives, evidence-based practice etc, with colleagues on a regular basis.

* Significant experience of working in a residential Child Care setting at a senior or management level.
* Experience of performance management frameworks.
