A vacancy has arisen in the Highways and Transportation Technical Support team for a Technical Support Officer, providing support to the 3 highways depots across the City.
This is an exciting opportunity to be involved in the reactive frontline services within Highways Depots, who are responsible for including gritting, flooding and emergency repairs for potholes, as well as planned works scheduled to take place on the highway.
This is a diverse role which includes staff management, ordering materials and plant, distributing Highways reports for planned works on to Highways until completed.

The role is currently based at our Seacroft and Pottery Fields depots on a rota basis. Although the post is available for flexible working whilst working within the depot due to the Highways Operational working hours, a presence will be required in the office 7.30 am – 3.30 pm Monday – Thursday and 7.30 am – 3.00 pm on Fridays.
This is a full-time vacancy of 37 hours per week, annual leave entitlement of 26 days rising to 31 days after 5 years continuous service.

Job Purpose
Day to day supervision of staff providing administrative support to Seacroft, Henshaw and Pottery Fields depots, including ordering materialsthrough contract suppliers and payroll documentation for Highways Operatives.
Key elements of the role include
1. Deliver a Technical Support Service to the Depot Managers, Seacroft, Henshaw and Pottery Fields in respect of the Traffic Management Act duties.
2. Supervision of and participation in the receipt of instructions from sites for the delivery of materials and services, placing purchase orders with contracted suppliers against pre-determined prices, liaison with the Purchasing Agency on matters concerning delivery, quality and other supply problems, resolving queries and problems
3. Supervision of the processing of all required payroll documentation, recording sickness, holidays and other absences of the depot staff, processing time sheets and compiling data of worked hours for payroll purposes to specific deadlines, dealing with payroll enquiries.
4. Allocation of HM/HQ costing job numbers in relation to client work.
5. Preparing and controlling documentation in relation to claims from plant hire companies.
6. Day to day responsibility to ensure effective systems are in place for the ordering of plant and materials for the divisions three depots, and the effective use of the annual budget.
7. Supervise the monitoring performance, and provide support for the input and management of highway works related data for effective management of the depot operations and compliance with the requirements of the Traffic Management Act.
8. Daily management of the purchase card orders
9. Deputise for the Technical Support Manager
10. Knowledge of the statutory TMA regulations and legislation within which Highways and Transportation operate.
11. Understanding of Local Government and Highway functions
12. Knowledge of the Profess System
13. Working knowledge of FMS
Responsibilities
14. Work in conjunction with Senior Managers to develop new policies and methods of working in response to changes in legislation and best practice. Comply with Standing Orders, Financial Regulations and Quality Assurance procedures.
15. Day to day responsibility for ensuring timely delivery of the service and relevant budgets.
16. Analyse and collate data for the provision of accurate management information and production of reports.
17. Identify problems and areas for improvement and offer solutions.
18. Experience of supervising, appraising and developing team members.
19. A commitment to personal development and to keep informed of legislative policy changes.
20. To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
21. To improve own practice through observation, evaluation, discussion with colleagues and appropriate CPD programmes.
