An exciting opportunity has arisen at the ICB to work within the Primary Care Team. The team is responsible for commissioning Primary Care Services for the population of Northamptonshire including General Practice, Dental Services, Community Pharmacy and Ophthalmology. This is an opportunity to play a key role in managing these services and making a difference in support of transformation and developing new ways of working, including support with digital solutions and workforce development.
Main Duties of the Job
The post holder will work in an environment of multiple stakeholders and take a lead in shaping a new culture to drive transformational change across primary care. They will possess excellent communication skills and provide a crucial link between the ICB and NHS England. They will have the ability to build new relationships and strengthen existing partnerships. The role will involve analyzing a complicated portfolio of services and providers to better understand the benefits to patients while demonstrating value for money. The individual will have a strong understanding of national policy related to primary care, such as The Primary Care Access and Recovery Plan.
The post holder will play a key role in developing strategies for GP practices and Primary Care Networks and support the delivery of a long-term Primary Care Strategy.

Job Responsibilities
The post holder will work in an environment of multiple partners and views and take a lead role in helping to shape a new culture to drive transformational change across Primary Care in Northamptonshire. They will possess excellent communication skills; they will provide a crucial link between the ICB and NHS England (NHSE) and will have the ability to build new relationships and strengthen existing relationships. This role requires the post holder to provide the expertise required to understand and implement wholesale change ensuring risks are highlighted and mitigated through well-developed supporting structures and processes.
The role will involve analyzing a complicated portfolio of services to better understand benefits to patients while demonstrating value for money. The individual will demonstrate an in-depth understanding of National contracts and strategic plans aligned to local strategy development. They will have the skills to present recommendations for a sustainable commissioning strategy, service development, and redesign employing diplomacy and sensitivity in addition to the ability to influence and persuade at a senior level.
The individual will play a key role in developing strategies to support GP Practices, Primary Care Networks (PCNs), and Localities to operate effectively, build resilience, and develop strategically to meet the long-term objectives of the local Northamptonshire Primary Care Strategy. They will support PCN leadership teams and aid them in collaborative decision-making regarding their priorities, the purpose of projects, objectives, and impact measures. They will be required to use a range of quality improvement (QI) tools to help design projects to ensure the benefits of change and improvements made are realized.
This is a hands-on role focused on making things happen and is pivotal in the development and delivery of delegated functions across Primary Care and corporately for the newly formed Integrated Care Board (ICB). The remit is broad, requiring attention to detail and compliance with high-quality day-to-day operational leadership in high-level, often complex contexts with expert professional staff.

Mobility Essential:
* Car driver/owner or reasonable alternative
Education / Training / Qualifications Essential:
* Educated to master's level or equivalent level of experience of working at a senior level in a specialist area.
* Extensive knowledge of specialist areas, acquired through post-graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
* Evidence of post-qualifying and continuing professional development.
* Member of relevant professional body.
Experience Essential:
* Demonstrated capability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements accordingly.
* Experience of identifying and interpreting National policy.
* Experience of researching best practices (globally, private, and public sector), interpreting its relevance and processes/practices which could be implemented successfully to achieve system reform (advising on policy implementation).
* Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
