To lead on operational asset management for a portfolio of council land and buildings, sourcing, initiating, and driving value added asset management initiatives. Working towards strategic goals and objectives, provide transactional and technical services including managing landlord and tenant matters and leading on negotiations, assist with valuations, prepare key options appraisals to support either acquisition, disposal, or investment in assets to grow revenue and capital receipts through proactive asset management. Duties and responsibilities: To take responsibility for the preparation and implementation of the Council’s asset management strategy and plan. To carry out surveys and valuations and to complete appropriate reports in connection with asset valuations, disposals and acquisitions, where appropriate for submission to Cabinet members or committees. To negotiate Heads of Terms for new leases, lease renewals and rent reviews with relevant external professionals. To monitor the Council’s assets in order to maximize the return on investment by developing, maintaining, ensuring compliance with statutory duties and disposing of them strategically. To provide specialist consultancy advice and analytical judgement from extensive experience to service departments and general valuation advice applicable to a mixed commercial portfolio. To manage and operate the corporate Asset Management System, ensuring data is accurate and up-to-date, reviewing and updating of all property information, data extraction and the production of management information and other reports. To lead with the acquisition and the disposal of land and property interests, and responsible for undertaking full due diligence on disposals, acquisitions and other property transactions. To provide valuations advice and assist with the commissioning and preparation of the Council’s capital assets valuations. To provide expert property advice on property and regeneration related matters to the Strategic Head of Property and Commercial Services, Chief Officers and Members. To manage and carry out a range of professional work to ensure the effective delivery of the Council’s property portfolio including negotiations and completion of rent reviews, new leases, assignment of leases, repairs, breach of covenants, easements, licences and rights of way. This will require a high degree of independent working within the delegated limits. To manage and prepare service charge budgets, cost apportionment, schedules, analyse invoices, carry out reconciliation and tenant recharge on the managed tenanted properties, in accordance with RICS professional standards. To liaise on property queries with Chief Officers and the Strategic Head of Property and Commercial, tenants, leaseholders and their agents on a regular basis, independent Surveyors, the Valuation Office, amenity and specialist groups, the public and officers in other Council groups, especially the Asset Maintenance and Legal teams. Responsible for updating and developing the Council’s Terrier and mapping records, including liaison with Legal Services to clarify and resolve complex land ownership issues, frequently in relation to boundary/encroachment matters. To manage external professional consultants. To provide advice on land ownership and resolve ownership enquiries from Council staff and members of the public either in a verbal or written response. To periodically inspect tenanted, vacant and other Council properties and assist in ensuring statutory compliance. To provide management and strong leadership of the Asset Management Team, including advice and direction where needed, developmental opportunities and staff management issues. To deputise for Strategic Head, Property and Commercial as and when required.
