A fantastic opportunity has arisen for a Project Manager to join the Workforce Planning Team in Hywel Dda University Health Board.
This is an exciting role, which will include working as an integral member of a supportive team. The successful applicant will work on the development of workforce plans within the Health Board, effectively contributing to complex planning processes to transform the workforce to meet the aims and ambitions of the Health Board and wider health system.
Main duties of the job
The post holder will be expected to work on a range of projects, focused around developing capacity and capability in workforce planning. The successful applicant will foster an integrated approach to develop sustainable workforce plans, aligned to local, regional and national strategies, to meet the changing needs of our local population.
The post holder will work closely with a wide range of stakeholders, including Workforce and Organisational Development (WOD) and corporate teams, to help clinicians and staff across the Health Board develop robust workforce options, focused on innovation, best practice and prudent healthcare principles.
Effective communication and organisation skills are required for this role, with the ability to lead or contribute to projects/workstreams, offering workforce planning support, guidance and knowledge as required. The post holder will also be required to work with partners and external organisations, often managing conflicting timelines and priorities.
Job responsibilities
This post is advertised as a Band 7; however, applicants who do not currently hold all the necessary competencies to a Band 7 level are encouraged to apply and, if successful, will be appointed under Annex 21 rules whereby 75% of the top of Band 7 will be payable during the 12 months. Applicants would be supported to develop their competencies required to fulfil the role within 12 months. Following successful completion and attainment of skills and competences for the role, the post holder will then be paid at band 7 (minimum point on the scale). Support and supervision will be provided in order to develop the successful applicant to the Band 7 role. Failure to achieve the competencies in the designated timeframe could result in re-deployment.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Experience
* Experience of managing service change projects and coordinating and leading activities to achieve the project objectives, ideally related to workforce
* Experience of planning and prioritisation own work and deliver to time and objectives
* Experience of report writing, programme planning, business case processes and communicating on multi agency workstreams
* Experience of delivering training/presentations to multiple audiences
* Experience of engagement and collaborative working with the public, key stakeholders and patients/service users/consumers
* Good understanding of national HR initiatives within the NHS
* NHS experience
* Understanding of a range of analytical techniques, software and tools for data manipulation; modelling, scorecard
* Developing protocols and policies & procedures
* Development and management of HR policy and practice
* Developing and implementing new systems and procedures
Qualifications and Knowledge
* Educated to degree level or equivalent level of NHS working experience
* Excellent knowledge of programme and project management
* Knowledge of the Skills for Health Workforce Planning Methodology
* Evidence of further development education and training to Masters Level or equivalent level of experience
* CIPD
* Knowledge of Workforce Information BI
* Knowledge of Organisational Development and Learning Theory

* Ability to travel within and outside the Health Board in a timely manner
