An opportunity has arisen in Finance for the post of Senior Finance Analyst. The role will provide strategic financial support to the departments of Adults & Communities, Chief Executive's and Public Health.
About the Role
You will take a leading role in developing and improving the provision of financial advice, analysis and information to the service department to support effective strategic decision making and delivering the medium term financial strategy, deputising for the Finance Business Partner when required.
The role will require working alongside a team of Finance Analysts and be responsible for the line management of a Management Accountant and any other temporary resource such as a graduate trainee accountant.
Main duties and responsibilities include:
1. Challenging and influencing decision makers so that the right outcome is obtained for Leicestershire County Council
2. Identifying and supporting delivery of opportunities to improve the finance function to ensure it continues to meet statutory requirements, meets customer needs and supports the delivery of the Council’s strategic outcomes.
3. Support the creation and delivery of the Council’s Medium Term Financial Strategy and corporate transformation agenda and help to identify and implement options for improving efficiency and/or service delivery outcomes
4. Understand and explain the strategic implications of detailed financial information (often to non-financial specialists) for the Council and partnerships/ other relevant bodies and its link to the organisations’ operations.
5. Support the department in identifying, analysing and implementing options for improving efficiency and/or service delivery outcomes. Ensure the financial management arrangements following the change are appropriate and provide best use of LCC resources.
6. Develop a full understanding of the department’s needs to ensure that financial issues are identified, and support the Finance Business Partner in ensuring that departmental managers have the appropriate advice, knowledge and skills to discharge their financial responsibilities.
7. Deliver accurate, timely and relevant financial information used by the department including financial reporting and analysis, financial planning and submissions to government or partner organisations.
8. Develop effective working relationships with external partners/bodies including representing the Council’s interests at meetings. Providing strategic advice and financial information at national, regional and local levels, and ensuring a consistent approach to delivering joint priorities.
The nature of the work may involve the jobholder carrying out work outside of normal working hours.
About You

9. CCAB or equivalent qualification and membership of the relevant body
and can demonstrate (but not limited to):
10. Developing effective working relationships with senior and operational managers within service departments and other finance professionals to ensure business and financial objectives are met for the Council and partners
11. Demonstrates understanding and knowledge of Finance best practice, reporting, forecasting and budgeting techniques
12. Interprets and uses financial information to inform decisions and manage risks
13. Demonstrates an appropriate level of influence and persuasion and is able to argue own case and can communicate technical financial information to non-finance specialists in an easily understandable way, both in written form and face to face.
14. Works co-operatively across team, service, organisational and partnership boundaries to improve performance
15. Gathers information from external and internal sources to enhance problem solving and decision making.
