Interim Senior Public Health Practitioner – Substance Misuse & Alcohol

Pay Rate: £23.55 per hour PAYE
37 Monday – Friday, normal working hours
This opening assignment is for 2-3 months
City: SUNDERLAND
The postholder will provide public health expertise on substance misuse and alcohol within the Council, partner organisations and the wider health and social care system. Expected to lead on the commissioning, development and implementation of an agreed range of public health programmes relating to substance misuse and alcohol and plan, monitor, evaluate and respond to need ensuring prevention and early intervention is embedded across the local system.
Key Responsibilities:
Provide specialist public health leadership in developing, implementing, and evaluating substance misuse and alcohol public health programmes to improve health and wellbeing and reduce health inequalities across the life course.
Lead on development of multi-agency and integrated population, community, family and individual level primary,secondary and tertiary substance misuse and alcohol prevention programmes working across council departments, organisations, partnerships, and communities.
Responsible for the substance misuse and alcohol budget. This includes commissioning/ performance management of the adult substance misuse service, oversight of the Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG), inpatient detox, rehab placements and Individual Placement and Support (IPS).
Provide specialist public health leadership on areas such as reducing drug related deaths, alcohol licensing, Balance Northeast and attending the Northeast Drug and Alcohol Leads Network and any ad-hoc regional meetings.
Work alongside the Public Health Consultant and the Public Health Lead to deliver service improvements to ensure the local authority achieves its key performance indicators.
Lead on the development, implementation and evaluation of substance misuse and alcohol evidence based public health and health improvement programmes and service plans and translating national policy, latest evidence base, regional and local policies into local action.
Provide public health leadership in relation to substance misuse and alcohol and provide advice and guidance to Council officers and other stakeholders.
Lead the system wide approach to the substance misuse and alcohol across Sunderland, working with internal and external partners.
Qualifications:
A relevant degree level qualification, supplemented by public health, health improvement or public health commissioning improvement knowledge, acquired through training, courses and or experience and continuing professional development.
Knowledge:
Advanced knowledge and understanding of applying public health theory and practice and assessing and describing the needs of a defined population.
Advanced knowledge of health inequalities and social determinants of health.
Advanced knowledge and understanding of relevant legislation, national strategies, policies and interventions in relation to Public Health.
Experience:
Experience in directing and coordinating multi-disciplinary and multi-agency groups, taking onboard views of others and responding appropriately and efficiently.
Have experience of planning, managing and monitoring budgets.
Have experience in all aspects of contract management.
Have a proven track record of partnership working with a range of statutory, voluntary and academic agencies to improve health and wellbeing outcomes.
Evidence of implementing public health programmes in a range of settings and making decisions autonomously.
Skills & Abilities:
Effective communication skills to be able to engage with varied audiences using a range of methods in order to share and obtain often complex or sensitive information.
Able to work effectively within a busy team environment, or independently, making effective use of escalation procedures to seek solutions and manage risks where necessary.
Able to organise workload, prioritise competing demands and work to deadlines.
Able to undertake critical appraisal and analyse and interpret both qualitative and quantitative information.
