Rate of Pay: £15.60 - £19.96 per Hour
Summary:
The Commissioning and Compliance Assistant supports the delivery of travel and transport services by managing performance data, ensuring compliance with contractual and legal frameworks, and maintaining positive relationships with internal and external stakeholders. This role involves data management, contract administration, and reporting, ensuring all commissioning practices align with legal regulations and Council policies. The position is hybrid, with the initial weeks fully office-based for training purposes.
Responsibilities:
* Data Management: Collate, input, and analyze performance management data provided by stakeholders and suppliers to enhance Transport and Travel services. Prepare performance and compliance reports based on the Strategic Passenger Transport Framework to support network efficiency reviews and monitor contract performance.
* Communication: Build and maintain positive relationships with internal colleagues and external suppliers. Provide timely and relevant advice and management reports to the Commissioning & Compliance Officer to inform decision-making and service improvements.
* Contracts and Commissioning Administration: Ensure that commissioning arrangements comply with European Union, National, and County Council regulations. Support compliance, commissioning, service performance, and client engagement as directed by the Commissioning & Compliance Officer.
* Administrative Duties: Prepare contracts and service level agreements in alignment with procurement guidelines. Maintain accurate records and documentation to support service delivery and performance monitoring.
Qualifications:
* NVQ Level 3 in Business Management, Commissioning, Passenger Transport, or equivalent.
* Knowledge of budget monitoring and contract management.
* Proficiency in using IT systems and software packages.

* Strong report-writing skills and the ability to present performance data clearly.
* High level of customer care commitment and the ability to set a professional example.
* Strong interpersonal skills to influence and engage with colleagues, senior managers, and external partners.
* Ability to solve problems and make decisions to achieve operational targets.
