Job Title: HR Manager
Reporting to: Executive Head and Chief Operating Officer (COO)
Hours: 37 hours (term time plus 10 additional days)
Location: Mix of school-based in Peterborough and home working
Salary: FTE £34,314 (Grade 9)
Contract Type: Full Time, Permanent
Purpose of the Job: To manage the HR function within the Federation, supporting and advising the CEO, COO, Heads of School and their leadership teams on all aspects of HR.
Human Resources Service
1. Provide HR direction, support and advice across the Federation.
2. Provide guidance to the Heads of School and their Leadership Teams on complex and sensitive HR issues around workforce and succession planning, recruitment & selection and retention.
3. Lead and manage the interview process and ensure effective communication with candidates throughout the interview process.
4. Communicate effectively with leadership in each school to ensure a consolidated, smooth and timely approach to resolution of all HR matters arising.
5. Lead and manage good absence management control, including return to work interviews, setting up occupational health interviews and working to reduce the impact of long term absence in line with Federation policy.
6. Develop and implement the talent acquisition strategy for the Federation with the responsible Head of School for People.
7. Advise, guide and support on casework and employee relations on behalf of the Federation, liaising with legal advisors and trade unions as appropriate.
8. Develop and maintain the Federation’s Recruitment and Retention strategy and provide overall management of the service.
Human Resources Management Information Systems
1. Assist with the organisation of the HR management information systems in use at all schools within the Federation and ensure that the employee information is correct.
2. Work in partnership with the Finance and Admin teams within individual schools around matters related to employee salaries and employment records.
3. Review and disseminate information in relation to any changes to the pay and conditions of service applicable to the different categories of employees within the Federation.
4. Develop and compile common reporting processes across all schools that keep the Heads of School and the Governing Bodies informed on key performance indicators such as absences, turnover, qualifications, retention rates etc.
5. Update the Federation organisational structure charts as required, monitoring any temporary arrangements.
6. Produce a regular HR data dashboard for the Federation and provide written and verbal HR reports to the Executive Head and COO as required.
Employee Relations
1. Supporting the Executive Head and COO in leading staff and trade union consultation and negotiation as appropriate and necessary.
2. Advising and supporting school leadership to effectively manage daily HR and employee relation matters relating to grievance/disciplinary/absence management/capability/performance management matters.
3. Support the Executive Head, Heads of School and COO in leading complex HR investigations and presentations at hearings as required.
4. Advise and support the Heads of School and their Senior Leadership Teams around HR investigations as required.
5. Support the COO in change management situations that arise within the Federation including but not limited to restructure, redundancies and TUPE, including Due Diligence.
6. Monitoring and reporting on attendance levels across the Federation, attending and supporting the Leadership Teams with absence management meetings where required with employees as identified in line with Federation policy.
7. Resolve complex employee relations issues and address grievances.
Performance
1. Have an overview of the performance management cycle and required paperwork across the Federation supporting this process where deemed appropriate in liaison with the COO and the Heads of School.
2. Support with the co-ordination of staff training needs following performance management interviews (both teaching and support staff).
Policies and Procedures
1. Support the COO / Head of Governance and Compliance with HR policy development and review across the Federation.
2. Support the Executive Head and COO in leading employee and trade union consultations around the introduction of new HR policies, procedures and terms and conditions.
3. Support the COO in delivering training to employees around HR policies, safer working practice, procedures and guidance around employee relations and safer recruitment as required including upon induction.
4. Support with HR Audits in liaison with the COO.
5. Ensure that relevant legislative and employment knowledge is kept up to date with the Federation and wider school HR/Admin teams, advising on the interpretation and implementation of changes to ensure that all policies and procedures are up-to-date and legally compliant.
6. Implement and maintain a set of legally compliant Federation HR policies, ensuring these are reviewed and updated regularly in the light of changing legal and safer recruitment requirements.
Other duties
1. Undertake project work as assigned by the Executive Head and/or the COO in line with the needs of the Federation.
2. Ensure you have an overview of current Employment Legislation and statutory guidance on HR related matters across the Federation.
3. Attendance at HR & Finance Meetings, and Federation Board meetings if required.
4. To undertake any other duties commensurate with the grade of the post.
5. To participate in professional and personal development programmes as required, including training and performance review.
6. To contribute to the support staff protocols through demonstrating a flexible approach to undertaking tasks and responsibilities. To appreciate and support the work of other professionals.
7. To contribute to the overall ethos/work/aims of the Federation.
8. To be aware of, and comply with, policies and procedures relating to child protection and Safeguarding, reporting any concerns to a designated person within each establishment.
9. To be aware of, and comply with, health & safety; security; confidentiality and data protection policies and procedures reporting all concerns to an appropriate member of the senior leadership team within each establishment. To support the Federation’s Equality and Diversity Policy.
Any Special Conditions of Service:
* There is a requirement to work across all the schools within the Federation.
* There is a requirement to submit to an enhanced Disclosure and Barring Service (DBS) check along with other all statutory employment checks deemed appropriate.
Person Specification
Essential
Qualifications and Professional Development
* CIPD graduate or equivalent formal HR qualification.
Knowledge, Skills and Competencies
* Evidence active continuous professional development and an up-to-date knowledge of current HR legislation.
* An in-depth understanding of national terms and conditions of services and education legislation that impact on employment of staff in schools.
* Excellent communication skills and be able to relate well to all stakeholders.
* Ability to work as part of a team and independently.
* Demonstrate diplomacy, empathy, trust and confidence.
* Ability to adapt a flexible approach to meet the needs of the Federation.
* Self-motivated and ability to use initiative to ensure tasks are completed.
* Demonstrate a proactive and creative approach to developing HR practice.
* A full UK driving licence.
Experience
* At least 5 years’ experience of working in an HR role either supporting or within an education establishment.
* Experience in supporting all areas of the HR function as outlined in the Job Description.
* Experience of leading and facilitating trade union and staff formal consultation.
* Experience of mentoring and developing staff.
Desirable
Qualifications and Professional Development
* Educated to a degree level.
Knowledge, Skills and Competencies
* Knowledge and understanding of school legislation.
* Understanding of the workings of a multi-school Federation.
Experience
* Experience of working in a Multi Academy Trust or Federation and/or experience of working across multiple sites.
