It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clydes primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. Job description Neptune Motor Transport (MT) Compliance Manager position lies within the Captain of the Base Dept., providing management support for the Neptune MT Compliance Administrator and is responsible for the monitoring of the Driver Behaviour Policy and the Accident Reporting process. The Neptune MT Compliance Manager provides support to the Neptune Asset Support Manager (NASM) in the management and control of all Whitefleet vehicles under Navy Base Command (NBC) area, on aspects of safety including entitled use, safe use of vehicles and driver behaviours to ensure compliance with policy, Motor Transport directives and current safety standards. The role has delegated financial authority limited to £5k for hire, re-charges and repair of accident damaged vehicles. Key Responsibilities As the focal point for all Motor Transport compliance at HMNB Clyde, the position is responsible for ensuring all MT assets are operated and maintained as required under government regulations and policy, liaising closely with Industrial Partners and contractors across site. Key Responsibilities include: Serve as the focal point for all non-compliance issues with white fleet and yellow fleet assets where issues are identified by MT Admin. Conduct a program of compliance checks across NBCs White/yellow fleet to ensure adherence to policy requirements. Work with stakeholders and end users to develop an action plan & implement where remedial action is required. Acting as the focal point of contact between the Industry Partner (IP), end users and NCHQ (TLB) regarding accident reporting procedures and process Liaising with the Industry Partner for the investigation of MT accidents and incidents and ensuring accident reporting procedure and all relevant paperwork is carried out correctly in accordance with delivery output under contract and in compliance with policy. With the use of a vehicle Telematic System monitor Driver Behaviour on a daily basis to identify, analyse and evaluate speeding violations, inappropriate use, vehicle utilisation and entitlements. Conduct educational briefings with departments, outlining responsibilities and compliance for utilising white fleet vehicles. Act as Defence Road Safety Advisor, and co-ordinate with the Safety Department, MDP, and other associated Departments to cross reference safety initiatives including spot checks.
