This position works as a part of the Foundations Program in Fairfax, Virginia. Oversees a therapeutic group home for adolescent girls (ages 14-18) on probation or parole. In the absence of the Unit Director and Assistant Unit Director, act as the facility administrator, supervising counseling staff, providing input for and conducting performance evaluations, and leading the hiring process for Behavior Management Counselors.
Assists in training new employees, supervises interns, and ensures compliance with Department of Juvenile Justice (DJJ) and Prison Rape Elimination Act (PREA) standards through case file reviews. Additionally, assists in providing case management, counseling, and supervision for court-ordered juveniles, conducts client assessments, formulates treatment plans, and leads individual, group, and family counseling sessions.
This role includes coordinating and monitoring individual service plans, ensuring the safety and security of residents and the facility during evenings, overnights, and weekends, and conducting facility inspections and maintenance coordination. Administers medications, provides first aid, and operates a 15-passenger van for resident transportation to community activities, including accompanying them during community service events and activities.
As part of the administrative team, responsible for rotating on-call duties for evenings, weekends, and holidays, and as essential personnel, may be required to respond during inclement weather or emergencies and perform other duties identified by administration.
Schedule: Hours may vary; on-call status, shift work, some overtime may be required.
Illustrative Duties:
1. Serve as supervisor for Probation Counselor I, Probation Counselor II and/or Administrative Assistant positions.
2. Actively participate in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies.
3. Plan, assign, organize, and direct the flow of work and activities.
4. Determine and coordinate appropriate assessments, including family evaluation, alcohol and drug assessments, mental health assessments, and sex offender assessments.
5. Convene an interdisciplinary/inter-agency team to collaboratively plan, deliver and monitor multiple services.
6. Make intake disposition, including decisions such as informal handling, rejection of a case on a jurisdictional basis, referral to other agencies or setting the case on the docket for a court hearing.
7. Make program admission and release decisions.
8. Examine and evaluate the individual circumstances of each case referral.
9. Ensure that subordinates adhere to agency operating procedures and standards adopted by the Code of Virginia and Virginia State Department of Juvenile Justice.
10. Serve as a resource, trainer and policy expert for professional staff in providing appropriate custody and care, and ensuring the safety and welfare of juvenile or adult offenders or defendants.
11. Evaluate effectiveness of methods and procedures and recommend changes.
12. Participate in the development of policy and procedures.
13. Manage the grant funded treatment contract with service providers.
14. Maintain liaison with State and local law enforcement agencies.
15. Interpret policies and regulations for clients.
16. Work with other Counselors in the disposition of cases assigned.
17. Compose and dictate case records, petitions and correspondence.
18. Enforce court orders and conditions of supervised visitation and exchanges as required and ensure overall quality of the supervised visitation/supervised exchange program.
19. Coordinate and implement mediation programs, assign mediators and monitor quality of the programs.
20. Manage the daily operation of an assigned wing of a residential facility.
21. Make final decision regarding care or treatment of residents that can be resolved at the shift level, deferring to higher level management as needed.
22. Oversee and administer routine medication disbursement for residents.
23. Handle crisis situations to include medical, mental health and behavioral crises as necessary.
24. May be required to drive 15-passenger van for educational and recreational trips.
25. Provide assistance in administrative oversight to the unit.
26. Responsible for short term responsibilities and projects that might normally be handled by upper management.
27. Will perform supervisory functions in the absence of the Director.
28. Serve as the point of contact for all victim service internal and external training for the department.
29. Identify appropriate training for victim services specialist.
30. Maintain a caseload of court referred and volunteer clients who have been charged/convicted of impaired driving offenses and first time drug offenders.
31. Interview clients during intake process and assign appropriate program classification.
32. Write intake summary on each client interviewed and write and prepare reports to the courts, clients and treatment providers.
33. Conduct case management duties to include monitoring of ignition interlock.
34. Monitor clients progress and make referrals as needed.
35. Testify in court on non-compliant cases, make appropriate recommendations when requested by the judge.
36. Administer alcohol breath tests to clients.
37. Perform supervisory duties as assigned including supervising subordinate personnel, special projects, ancillary programs (which may include Victim Impact and other programs).
38. Serve as probation supervisor when that person is unavailable.
39. Supervise the intake process and handle calls and emergency situations as they arise.
40. Provide training and monitoring of staff as required with regard to intake and case management.
Required Knowledge Skills and Abilities:
1. Knowledge of the principles of psychology and sociology.
2. Knowledge of the practices and procedures of casework supervision and intake activities.
3. Knowledge of Federal, State and local juvenile and domestic relations laws.
4. Ability to speak and write effectively.
5. Ability to develop and maintain effective working relationships with a variety of individuals.
6. Ability to interpret laws, rules, and regulations related to probation work and victim services.
7. Ability to interview and counsel clients.
8. Ability to prepare complete case records and reports.
9. Ability to use technology to enter and retrieve information.
Graduation from an accredited college or university with a master’s degree in social/behavioral sciences, law enforcement, or education; AND two years of professional experience in probation work. For positions in the Police Department only, two years of sworn law enforcement supervision may be substituted for the two years of professional experience in probation work.
CERTIFICATES AND LICENSES REQUIRED:
* Valid driver’s license (Required at the time of application).

The following certifications must be obtained within a specified time frame after appointment and recertification annually thereafter:
* Medication Administration Assistance (VA) (Required within 6 months).
* CPR/First Aid (Required within 30 days).
* Handle With Care (physical restraint procedures and techniques) (Required within 30 days).
NECESSARY SPECIAL REQUIREMENTS:
* This position is considered “essential personnel” and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
* The appointee to the position will be required to complete the following to the satisfaction of the employer:
PREFERRED QUALIFICATIONS:
* Master’s degree in counseling, social work, psychology, or other licensed eligible field.
* Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist.
* Two years of experience supervising staff including their performance evaluations, training, and mentoring staff.
* At least four years of professional experience counseling families and adolescents, preferably in a residential or home-based setting.
* An understanding of Juvenile Justice Reform, the child welfare system, adolescent brain development, and the impact of trauma on families.
* Experience interpreting and successful compliance with State and Federal regulations and completing quality assurance checks.
* Experience doing case management, treatment planning, and using evidence-based practices such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT), Expressive Arts Therapy, and trauma-informed interventions.
* The ability to work in a diverse team.
* Certification in Handle with Care, CPR, First Aid, Medication Administration, and ServSafe.
* Ability to speak, read and write fluently in Spanish.
