Baltimore Consulting are proud to announce that we are working exclusively with City of Bradford Metropolitan District Council on an exciting opportunity for you to join Bradford Council as a Service Manager in Joint Commissioning in a role that will focus on commissioning Childrens Placements.

About the Role
As a key member of our Children’s Commissioning and Contract Management senior management team, you will be at the forefront of developing and managing commissioning services specifically focused on children looked after and care leavers. You will develop a close working relationship with the Placements Co-ordination Team and Children’s Services Social Clare to help shape our children’s sufficiency strategy, supporting local provider markets, and ensuring we meet the diverse needs of our community.
What You’ll Do:
Lead and Innovate: Manage a talented team to deliver effective commissioning services for children looked after, driving innovation and ensuring the highest standards of care and support.
Strategic Development: Develop and implement strategic plans to enhance service delivery, focusing on placements for children in care and care leavers.
Collaboration: Work closely with partners, providers, stakeholders, and those with lived experience to create integrated, high-quality services that truly meet the needs of Bradford’s children and families.
Performance Excellence: Oversee complex commissioning activities, utilising your expertise in strategic planning, performance monitoring, and data analysis to achieve outstanding outcomes.
What We’re Looking For:
Experience: Significant experience in managing high-value, complex commissioning activities, particularly in children's services. Knowledge of fostering, residential and leaving care placements and provider markets is essential.
Leadership: Proven ability to lead teams and manage service development projects, demonstrating a commitment to excellence and continuous improvement.
Collaboration: Strong ability to work effectively with a diverse range of partners and stakeholders, ensuring that the voices of children and young people are at the heart of our services.
Expertise: In-depth understanding of commissioning processes, legislation, and best practices in the provision of care for children and young people.
