Brief Description
Act as Network Rail's day-to-day site representative to monitor that the contractor's site activities are conducted in a safe and efficient manner with minimum impact on the environment and operational railway, and that the work is of a high standard and in accordance with the relevant specifications, latest practices, NR Standards and contractors WPP/ TSB/SSoW.
About the role (External)
Key Accountabilities
1. Monitor so that site activities comply with the rules, regulations, Railway Group and Network Rail's company standards and all applicable procedures and legislation.
2. Review in conjunction with the Scheme Project Manager / Project Manager, the contractor's method statements and site-specific risk assessments.
3. Monitor by liaison with appropriate Network Rail personnel whether arrangements for access, possession, storage, worksites etc. have been made to facilitate the efficient completion of work.
4. Monitor the quality of the contractor's work through a programme of regular pre-arranged inspections. Instruct contractors in accordance with powers delegated. Where remedial actions are required, monitor that non-conformance reports raised are closed out in an auditable manner.
5. Monitor, by close liaison with the contractor, agree on the detailed workmanship standards for consistent application to the whole of the works.
6. Monitor the contractor's management of site works by regular site meetings where details of the locations of, nature of, and number of staff to be employed upon each element of the work shall be established.
7. Monitor progress of the works by regular site visits and inspections, comparing work in progress with contract documentation and information given at site meetings and with the overall contract programme.
8. Carry out planned/ad hoc HSQE (PAISS) site audits and review findings by regular communication with all contractors' site staff.
9. Monitor and assess the competence of contractors' staff prior to and during all phases of work.
10. Check whether the contractor complies with Network Rail policy in accident/incident reporting and investigation and assist with conducting investigations.
11. Provide functional support to Scheme Project Manager / Project Managers as directed.
Job Skills, Experience and Qualifications
Essential:
* Relevant site experience in working in the railway industry.
* Environmental awareness.
* Driver for behavioural change.
* Good communication skills.
* Commercial awareness.
* Ability to manage a principal contractor and their subcontractors.
* Full UK Driving Licence.
* PTS or ability to obtain.
Desirable:
* Safety management awareness/training.
* Knowledge/experience working in an operational railway environment.
* Knowledge of NR's possession planning procedures.
* Arboricultural knowledge/experience.
