Job Description
Procurement/ Commercial Manager for a major offshore wind developer based in Scotland.
Responsibilities:
1. Responsible for providing a comprehensive procurement service.
2. Leading the preparation of the invitation to tender documentation, coordinating inputs from the wider project team and external consultants, including appropriate contract terms and conditions and Employer's Requirements.
3. Leading the evaluation of the commercial element of bids and coordinating inputs from the wider evaluation team to inform down selection and appointment of the Bidder, including managing cost normalization to accurately compare offers.
4. Leading the negotiation of the commercial terms with bidders and suppliers to the point of FID and Contract Award in accordance with an agreed mandate.
5. Delivering the Supply Contract in accordance with the project program to support participation in the CfD auction and internal approval processes.
6. Writing Down-selection, Bidder, and Contract Award Recommendations which will seek approval from the Project Director / Shareholders and the Project Board to award contracts.
7. Manage Contractor applications for payment as required, liaising with Package/Project Managers to ensure payment obligations are being met.
8. Contribute to commercial risk assessment and actively contribute to risk mitigation.
9. Prepare and update CAPEX and OPEX Costing for assigned contracts.
10. Support Project Controls team with monitoring and reporting budgets and forecasting.
11. Prepare commercial inputs to monthly progress reports.
Requirements:
1. Minimum 5 years of demonstrated experience in offshore wind procurement, ideally focused on the Electrical System package.
2. Market knowledge of Offshore Electrical Systems contractors.
3. Strong understanding of systems for offshore wind developments.
4. Experience of floating wind projects is desirable.
5. Excellent negotiation, communication, and interpersonal skills.
6. Proven experience in complex construction contract negotiations.
7. Ability to manage complex contracts and multiple stakeholders.
8. Strong analytical and problem-solving skills and commercial acumen.
9. Attention to detail and a commitment to maintaining high standards of accuracy.
10. Ability to lead multidisciplinary workshops with technical, commercial, and legal experts.
