Job Title: Building Services Compliance Officer
On behalf of our Client, the Northern Ireland Housing Executive, MPA Recruitment welcomes suitable applications for the role of Building Services Compliance Officer.
Location: Adelaide Street, Belfast
Hours of work: 37.5 hours per week (Monday to Friday)
Salary range: £18.72
Your Duties:
Compliance:
* Contribute to all aspects of the Building Services Function within the Building Safety Department to ensure NIHE’s compliance with statutory and legislative Health and Safety obligations.
* Assist in the development and implementation of strategies, policies, and procedures to ensure compliance with statutory and regulatory obligations, particularly in relation to Heating Systems, Electrical Safety, Carbon Monoxide and Smoke Detectors, and Lifting Equipment (including servicing and LOLER) across the NIHE stock portfolio.
* Collaborate with other Departments, Regional Teams, contractors, and external agencies to monitor operational delivery of Landlord Compliance and ensure a consistent approach.
* Provide assurance reports to senior management on testing, inspection, maintenance, and certification associated with all compliance areas mentioned above.
* Make recommendations to management based on professional judgement and experience where significant risks are identified or immediate action is required to prevent danger to life, serious injury, damage to property, or prosecution.
* Produce and issue appropriate Corrective Action Plans and review their implementation.
* Advise on the interpretation and application of all Regulations and Guidance across the compliance areas.
* Utilise Asset Management Electronic Registers to manage and maintain key compliance information.
* Assist in the design, development, and delivery of training for NIHE staff regarding statutory and regulatory obligations.
* Ensure that relevant Building Services policies, processes, and procedures are current and reflect all relevant statutory and regulatory requirements, including best practice.
Planned Maintenance:
* Assist in the delivery of planned mechanical and electrical maintenance services across all tenures in accordance with NIHE’s policies and procedures, developing them further to ensure legislative and best practice compliance.
* Develop realistic timetables to ensure cyclical maintenance and associated projects meet time targets without compromising quality.
* Report on contract key performance indicators and other performance objectives for onward reporting to the Building Services Manager.
* Monitor statistics and correlate data on a monthly basis to report on Key Performance Indicators and contract management matters.
* Support the Building Services Manager in managing designated budgets and providing forecasts of expenditure.
Your Profile:
Essential Criteria:
Applicants must meet one of the following qualification and experience criteria:
* Degree or equivalent (Level 6) qualification in a relevant technical field (Building Services - Mechanical/Electrical) PLUS a minimum of 2 years’ relevant experience.
* BTEC Higher Certificate/Diploma in a relevant technical field PLUS a minimum of 3 years’ relevant experience.
* Equivalent continuing professional development and experiential learning in any of the compliance areas PLUS a minimum of 5 years’ relevant experience.
* Significant experience in at least one of the following areas:
* Experience and competency in current gas safety regulations, procedures, and CP12 requirements.
* Experience and competency in current Electricity at Work Regulations, Fixed Electrical testing, and Portable Appliance testing regimes.
Significant experience in all of the following areas:
* Managing contractors across multiple sites.
* Managing contracts in adherence to specifications.
* Possess a full current UK driving licence or have access to transport that meets the requirements of the role.
