Description Are you an experienced communications professional who is passionate about how marketing and brand communications can improve the lives of the people of Scotland? The Marketing & Brand team, within the Communications Division, supports policy areas to achieve specific outcomes within Scotland and internationally by developing and delivering evidence-led Scottish Government public information, behaviour change, direct response and brand marketing strategies and campaigns that increase uptake of services, change attitudes, motivate audiences and prompt action. The Joint Head of Marketing & Brand will advise Ministers and Policy of best practice marketing as an essential lever for change; developing robust marketing strategies, creating effective, audience-first, insight-driven campaigns and activity, utilising external marketing services agencies and / or in-house teams to deliver paid-for media, PR, partnership marketing, brand development, reputation management, digital including social content, website creation and management and CRM activity. Responsibilities Jointly lead the Marketing & Brand team, with a focus on positive culture, best practice, collaboration and continuous improvement in line with Communications Division vision and core SG values. Support and advise Ministers and policy of best practice marketing as an essential lever for change, gaining buy-in for new marketing strategies and campaigns. Develop robust marketing strategies and delivery plans across a range of topics and portfolios (including health, justice, education, net zero, safer and international) utilising external marketing services agencies and / or in-house teams to develop and execute large scale paid-for media, PR, partnership marketing, brand development, reputation management, digital including social content, website creation and management and CRM activity. Work in partnership with the central Strategy & Insight Team, Social Content Team, News and Strategic Communications teams Drive to develop and deliver cross-communications strategies and plans, with a specific focus on robust and impactful marketing activity to deliver against core SG priorities. Ensure all marketing activity and campaigns are evidence-based, rooted in audience insight, set against measurable objectives and robustly evaluated with rigorous testing of creative work in research before activation. Work with the Contracts and Finance teams to manage all marketing spend within an identified budget ceiling, including subsequent reconciliation, reporting of activity to support delivery of the Communications Division’s yearly business plan, liaising with and advising Ministers on most effective use of spend to ensure value for money. Support the maintenance and utilisation of the Scottish Government Marketing Services Framework. Line management of Marketing & Brand Team Leaders (up to 5 direct reports) and providing support and coaching to aid their development and leadership skills. Experience: Expert in the communications discipline of marketing with a high level of knowledge and experience across the whole marketing mix to develop, execute and evaluate citizen-centric marketing and brand activity ensuring reach, frequency and penetration of message to change perceptions, motivate and drive behaviour change / uptake of services. Strong creative judgement with experience of working directly with and leading large marketing teams and agencies, providing actionable feedback from large-scale campaigns across national broadcast and digital channels to low cost / no cost marketing such as social content and PR in addition to 121 interventions, websites, CRM and other effective products for change. Strong financial planning and management skills in addition to excellent contract management abilities with the aptitude to support teams to achieve value for money and high return on investment to deliver organisational outcomes. Pay Supplement This post attracts a £3000 pay supplement rising to £5000 after 12 months of successful service.
