1. Enhance the reputation by promoting a positive image to customers, staff, Members, partners, and the public. Assist senior managers in developing and accessing markets to increase profitability and quality.
2. Collaborate with IT Services to identify, develop, suggest enhancements, and implement effective performance and business planning information and controls for contracts and commercial services. Ensure adherence to procedures, policies, health and safety requirements, business plans, SLAs, and budgets.
3. Work with the Housing Operations Service Lead and the finance team to set, prepare, and monitor relevant budgets. Provide regular (monthly) reports on budget variances and profit forecasts with recommendations for improvement. Reconcile job costing information and invoicing/recharges to customers.
4. Control expenditure within a substantial budget, ensuring effective deployment of resources in line with regulations, rules, standards, and approved budgets.
5. Oversee the deployment of resources for planned/programmed works projects from inception to completion, ensuring timely and budget-compliant completion in conjunction with the procurement strategy.
6. Manage large-scale repairs and redecoration of void/fire-damaged properties, ensuring value for money remedial works and minimizing vacant periods/rent loss.
7. Develop and manage specific planned/programmed works projects from inception to completion, including identification, surveying, measurement, procurement, management, and payment. Ensure timely and budget-compliant completion in conjunction with the procurement strategy.
8. Process quotes and tenders in line with SCC procurement policies, maintain a register of interests, manage contractors, and meet with Electrical & Gas Managers to discuss performance.
9. Understand technical drawings (e.g., CAD) and written specifications for quotations and tendering processes.
10. Assist managers with design responsibilities for projects and tenders.
11. Collaborate with Estate Maintenance managers and the Capital Assets Team to identify potential problems and develop remedial repair programs.
12. Ensure proper recording, access, and usage of information to meet legal obligations and operational efficiency.
13. Maintain joint working arrangements and partnerships with internal and external service providers, ensuring productivity, compliance with legislation, and budget adherence.
14. Work with managers to obtain and maintain Quality Assurance and Considerate Contractor recognition, meeting Housing Health and Safety Rating System, planning regulations, and Historic England’s requirements.
15. Issue, verify, and pay contractors’ accounts, agree on variations, and provide estimates for works.
16. Research and analyse changes in legislation, best practices, and tendering procedures to develop best value principles in property maintenance.
17. Promote a customer service-oriented approach.
