PROJECT DESCRIPTION
Director, Licensing oversees our client’s authorities and activities pursuant to the Licensing Regulation (O.Reg 570/05).
ROLE DESCRIPTION
* Responsible for the oversight, activities, and strategic direction of our client’s licensing function in an effective and efficient manner that reflects the needs of our client’s stakeholders, our client’s delegated authorities under the Licensing Regulation, and the priorities established in its mandate.
* Act with integrity and fair-mindedness in the exercise of decision-making pursuant to the Statutory Appointment as Director of Licensing.
* Responsible for the development and implementation of the Licensing Department Plan, in line with our client’s Strategic Plan.
* Demonstrate leadership at a Director level; mentoring and motivating professional staff to attain optimal work performance with a high level of accountability to the unit, personal responsibility, and self-management.
* Integrate and ensure strategic alignment with colleagues in other departments of our client, including Operations, IT, and the Customer Service Centre.
* Oversee the administration of the Master Electrician examination.
* Ensure that our client undertakes appropriate compliance monitoring activities against licence holders, as required by the Electricity Act and Licensing Regulation.
* Work with the Operations Division to ensure support and resources are available for compliance activities.
* Build systems to take targeted and data-driven actions to address identified non-compliance, in line with our client’s strategic vision.
* Develop and implement enforcement policies, procedures, and processes to target cases associated with the underground economy.
* Support the governance activities associated with licensing, including providing information and reports to the Regulatory Affairs Committee and Board.
* Develop and maintain relationships and strategic alliances with stakeholders to seek input and share information on our client’s licensing strategy, activities, and challenges.
* Act as the primary management liaison and resource to the ECRA Advisory Council.
* Monitor, track, and report to ECRA AC, our client’s costs and revenues associated with the implementation of the Licensing Regulation.
* Represent our client at speaking engagements.
* Actively communicate with contractors directly and through trade associations on licensing and certification-related matters.
* Responsible for all aspects of financial and budget management for the Licensing Department.
* Work with our client’s Senior Management Team and Executive Management Team to provide input and insight from a licensing perspective on projects, issues, and initiatives.
* Other duties as required.
QUALIFICATIONS
* Requires a familiarity with the electricity industry to work with electrical contractors, senior electrical industry representatives and government staff.
* Requires a knowledge of business practices, business and financial planning, strategic planning, program and budget administration to provide leadership and integrity to the administration of Licensing
* Requires a knowledge of risk assessment to make decisions in the administration and application of regulations and legislation.
* Relates well to all levels inside and outside the organization.
* Is a good listener; builds appropriate rapport; builds constructive and effective relationships; uses diplomacy and tact; can diffuse even high-tension situations comfortably.
* Experience successfully leading groups in a unionized environment will contribute to the success of this
* Requires excellent customer service skills and excellent written, verbal and listening skills to influence stakeholders in the licensing and certification process.
* Requires experience in a regulatory environment and understanding of the Electricity Act and related legislation and regulations to manage the enforcement and administration of licensing regulations.
* Requires demonstrated listening and negotiating skills to develop consensus among diverse stakeholders and the public on regulatory initiatives and the ability to work effectively with people inside and outside the organization to achieve the required results.
* Requires demonstrated experience leading teams at a senior leadership
* This knowledge is normally acquired in a 4-year university education in business or public administration, or the acquisition of a Master Electrician designation, or equivalent.
* A period of 10 years is considered necessary to gain this experience.
