Job Introduction
Overview
Responsible for supporting ethics and compliance risk management across the SCS JV, the Assistant Ethics and Compliance Officer will be an ambassador for ethics across the project. They will be responsible for identifying ethics related risks and devising workable and cost-effective strategies for managing them. They will carve out effective relationships with internal clients and external providers alike, delivering best value ethics and compliance services for the project to protect and enhance profitability, whilst delivering value for the UK taxpayer.

Working as part of the Legal, Ethics and Compliance Team, the Assistant Ethics and Compliance Officer will report directly to the Ethics and Compliance Officer.
The role will be delivered on a full time basis.

Although you will have meaningful fraud investigation experience, you will also have an appetite to broaden your skills through managing the full spectrum of ethics related work streams that a construction business of this size and stature demands.

You will be keen to develop broader compliance skills or enhance existing skills, including managing external providers.

In assessing competing workstreams, you will be able to establish clear priorities, based on the associated risks and value derived by the business. You will have the confidence and tenacity to find your way through a complex organisation to fact find and problem solve.
Detail-oriented, you will understand that a 'one-size-fits-all' approach is often not appropriate, whilst still being able to identify and exploit efficiencies.
You will be highly organised and an excellent communicator, supporting effective reporting to, and over-sight from, senior management and will bring energy and commitment to the role.
Flexible working:
The legal, ethics and compliance team is a support function and needs to be both visible and accessible to our internal customers and users to be effective. For this role to be delivered successfully, the Assistant Ethics Officer will need to get to know a highly complex project, its processes and workforce. This will be best supported by a presence at our offices for a minimum of 3 days per week.
SCS's offices are located 10 minutes on foot from London's Euston Station or just a few minutes from Mornington Crescent Tube Station.
Role Responsibility
* Assessing and investigating ethics and compliance related referrals
* Writing formal reports at the conclusion of investigations
* Providing day to day support to the Ethics and Compliance Officer
* Conducting bribery and fraud risk assessments across the project
* Managing the SCS Gifts and Hospitality register including providing advice and guidance to staff
* Managing the SCS Conflicts of Interest register in line with the Conflicts of Interest Policy
* Contributing to monthly and annual reporting for Ethics and Compliance Team
* Assisting with the legal, ethics and compliance policy management plan
* Delivering training and raising awareness of ethical related risks
The Ideal Candidate
* High personal and professional standards and integrity
* An ability to maintain strict confidentiality, with an innate sense of its importance
* Deploying oneself with the utmost discretion and professionalism
* Certification such as ACFS or CFE (or equivalent)
* Strong communication skills, both written and verbal
* Experience conducting investigations or demonstrable investigative experience
* High quality report writing
* Proficiency in Microsoft products (Outlook, Word, PowerPoint, Excel)
* An understanding of UK corporate governance legislation including The Fraud Act, The Bribery Act, The Public Interest and Disclosure Act, The Modern Slavery Act, UK GDPR and the Data Protection Act

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
