What's involved with this role: Job Title: Interim Specialist Regeneration Procurement & Contract Manager - Part-time Ref number: NE Lincolnshire 5265149 Mostly Remote working, with the agreement to come into the office once per month to work with the team. An exciting opportunity has arisen for an Interim Specialist Regeneration Procurement & Contract Manager, for approximately 3 to 4 months. You will work within a Council’s Transformation Unit, providing high quality and cost-effective procurement and contract management support to the Project Management Office, to deliver the ongoing regeneration activity to time, plan and budget. You will lead procurement activity for complex procurements associated with regeneration activity in the local area. These will be largely (but not exclusively) works and consultancy contracts. The successful candidate will hold significant experience of undertaking these type of public sector procurement activities. This role is part-time for 30 hours per week. The post will be set at 4 days per week, which days are worked we can be flexible with. The expectation is that the role is remote with the agreement to come into the office once per month to work with the team. Key Responsibilities: To ensure value for money in works procurements and consultancy agreements by complying with internal Contract Procedure Rules, Financial Regulations, the Procurement Strategy, and other appropriate policies. Providing strategic direction and leadership in all matters relating to regeneration procurement activity, including assurance and compliance with Public Contract Regulations and any relevant future regulations. Providing advice and guidance to the Project Management Office, and lead public sector procurement activity for complex procurement. Lead on all procurement and contract management matters associated with regeneration activity including legal and commercial implications of decisions and recommendations. Provide expert procurement and contract management advice to the Project Management Office. Develop and maintain excellent working relationships with the Project Management Office and Transformation Unit and promote the principles of good procurement and contract management practice to ensure that procurements are carried out in accordance with council policies and procedures Qualifications: A relevant qualification in procurement, contract management, or a related field (e.g., MCIPS, RICS, or equivalent). Skills & experience may include: Significant experience of undertaking public sector procurement activities. Proven experience in procurement and contract management, ideally within the regeneration or construction sectors. In-depth knowledge of public sector procurement regulations and contract law. Experience managing complex regeneration projects, including handling multiple stakeholders and competing priorities. Strong leadership, negotiation, and communication skills. Excellent problem-solving abilities and a proactive, solution-focused approach. Ability to work under pressure, prioritise tasks, and meet deadlines. Knowledge of sustainability practices and their application in regeneration projects is desirable.
