Act as the focal point for all competence and training related activities and provide advice and guidance to the business. Provide guidance to offshore assessors, oversee the assessment and verification process, and ensure adherence to the competence framework. Manage the implementation and ongoing administration of training and competence systems, ensuring the workforce is equipped, compliant, and prepared to support operational excellence.
Key Responsibilities
Competence Framework Development:
* Design, implement, and maintain robust competence management frameworks aligned with industry standards and regulatory requirements.
* Define competence requirements for key roles and ensure alignment with business objectives.
Competence Assurance:
* Establish systems to monitor and verify employee competence through audits and reviews.
* Ensure compliance with safety-critical competence requirements and regulatory standards.
* Advise on competence strategies and provide solutions for areas that may represent a gap or area for improvement.
* Act as the focal point for all competence-related activities and provide advice and guidance on activities (including external quality assurance and regulator inspections).
* Provide verification by evaluating a sample of the candidate assessments to ensure that standards of performance are being consistently met.
* Ensure that an effective Competence Management Assurance System (CMAS) is in place and supported with current, quality data.
* Identify competence gaps and develop gap analysis plans and reporting, performing audit gap analysis where required.
Competence Assessment:
* Support the development of tools and processes for assessing employee competence, including practical assessments, knowledge tests, and behavioural evaluations.
* Oversee regular reviews and updates of employee competence records.
Training:
* Conduct TNAs to identify skills gaps and create targeted development plans for individuals and teams.
* Collaborate with department leads to prioritise training initiatives.
* Create and maintain approved training provider lists and develop supplier relationships.
* Ensure all training matrices are current and meet operational and regulatory requirements.
* Support the Operations Coordinator with any training related queries.
* Engagement with TMS provider and ensure that the service meets the needs of the business.
Learning and Development Programmes:
* Identify training programmes to support competence development.
* Source, evaluate, and manage external training providers when necessary.
Record Management:
* Maintain accurate and up-to-date competence records in compliance with company policies and legal requirements.
* Use digital platforms and databases to manage competence data and generate reports.
* Develop and maintain reporting and distribute to relevant departments including metrics, through a structure for KPI’s and other statistics for employees and third parties.
Stakeholder Collaboration:
* Partner with HR, HSE, and Operations teams to ensure alignment of training and competence frameworks with broader organisational goals.
* Provide regular updates to senior management on the progress and effectiveness of competence programmes.
* Support other team members in arranging, recording, and monitoring competency assessments and communicating outcomes.
Regulatory Compliance:
* Ensure all competence frameworks and associated training meet industry, regulatory, and legislative requirements (e.g. OPITO, HSE).
Continuous Improvement:
* Evaluate the effectiveness of training and competence systems, using employee feedback and performance data to drive improvements.
* Benchmark against industry best practices to ensure the organisation remains competitive.
Other duties:
* Responsible for administering the competence mailbox.

Competence Requirements
Knowledge & Qualifications
* Degree qualified in a related field or equivalent industry experience.
* NVQ3 Assessing Competence in the Work Environment, or equivalent.
* Strong understanding of regulatory and industry standards for training and competence in energy industry (e.g., OPITO, HSE).
* Digital Competence Management System.
* Microsoft Office (Word, Excel, PowerPoint).
* Familiarity with safety-critical competence requirements.
* Ability to align training and competence frameworks with long-term business objectives.
* Practical knowledge and understanding of general training and competence practices.
* Understanding of industry and legislative training and competence requirements for offshore personnel.
Skills & Experience
* Proven experience in training and competence management within the energy sector.
* Experience developing and implementing competence frameworks and assurance processes.
* Ensure all records and frameworks meet high standards of accuracy and compliance.
* Influence and motivate stakeholders to engage with training and competence initiatives.
* Strong project management skills.
* Proficiency in competence management systems and digital tools.
* Effective communication and interpersonal skills.
* Ability to influence and use tactful assertiveness to achieve required outcomes.
* Ability to be responsive and open to changing circumstances.
