On behalf of the MOD (SPCC), we are looking for a Lead Investigator - Outside IR35 for a 2 Year Ad-hoc contract based Remote (Scotland) - with occasional site visits as required.

As a Lead Investigator your main responsibilities will be:
1. Leading independent investigations into criminal & misconduct allegations in accordance with the Service Police Complaints Commissioner's (SPCC) Regulations.
2. Conducting investigations within agreed timescales, resources & quality standards.
3. Drafting & agreeing terms of reference for investigations.
4. Undertaking investigative actions, including interviewing & taking statements, preparing case files & making recommendations for criminal and/or disciplinary action.
5. Taking part in criminal, misconduct & inquest proceedings where necessary.
6. Visiting incident scenes & supervising scene management where required to ensure that all necessary action is taken to preserve and recover evidence.
7. Attending post-mortems & briefing the pathologist as required.
8. Writing investigation reports upon completion of the investigation for submission to the SPCC.
9. Communicate effectively with complainants, bereaved families and other internal and external stakeholders.
10. Working as part of a multi-disciplinary team with civil servants, the Service Police, lawyers, press officers and others.
11. Preparing disclosure schedules for court martial and inquest proceedings.
12. Reviewing unpleasant material, liaising with victims, traumatically bereaved families, robust external scrutiny of actions and decisions.
13. Identifying potential learning for Service Police forces to consider improving the service they provide and prevent harm to the public (including members of the Armed Forces community).
Please note, this role requires active, valid SC Clearance as a minimum & you must be willing & eligible to undergo DV Clearance if successful.
You will have:
1. Recent, extensive experience of conducting investigative interviews, evidence gathering, analysis & presentation.
2. Complex case management experience.
3. Sexual assault case management experience.
4. Excellent communication skills - written & oral.
5. PiP2 / AIP qualification - essential.
6. Familiarity with HMICFRS super-complaints procedures - desirable.
7. MoD experience - desirable.
8. Experience of conducting disclosure scheduling as required by CPIA 1996 - desirable.
