We are seeking an experienced and motivated Transport Planning & Policy Manager to join our team and play a key role in delivering the Council’s 2040 vision. This is an exciting opportunity to lead and develop transport strategies and policies that support sustainable growth and enhance connectivity in Luton and beyond.
Reporting to the Head of Transport Services, the post holder will be responsible for the leadership and management of the Transport Planning & Policy Team. This includes overseeing the development and implementation of transport policies, strategies, and initiatives that align with the Council’s Local Transport Plan and other adopted plans.
Other key responsibilities include:
* Developing and delivering transport policies and programmes related to micromobility, active travel, electric vehicle charging, network planning, and business case development.
* Providing expert advice on strategic transport matters, working closely with other Council teams and external partners, such as London Luton Airport.
* Managing engagement and consultation activities to ensure transport policies reflect the needs of stakeholders and communities.
* Overseeing the democratic decision-making process for transport-related proposals.
* Representing the Council at external meetings and contributing to regional and national transport discussions.
About you
We are seeking a dedicated professional with substantial experience in managing and developing both professional and technical staff to ensure services meet established performance standards and targets. The ideal candidate will have a strong background in transport planning policy and strategy development, along with excellent written and verbal communication skills. Effective influencing abilities are essential to achieve outcomes that deliver corporate and local transport plan priorities.
The successful candidate will be adept at overseeing multiple transport planning and policy programmes, capable of producing concise reports with complex technical information for senior management and council committees. Strong people and resource management skills are necessary to balance competing demands and periods of high activity. The role requires the ability to establish and maintain productive relationships with a diverse range of internal and external stakeholders.
A thorough understanding of relevant legislation, guidelines, and best practices in planning, traffic, and highways is essential, along with knowledge of transport issues related to public transport, active travel, sustainable transport, highways, parking, and taxis. A degree in a relevant discipline or equivalent experience is required.
