Engagement, Leadership and People Management Responsibilities Lead frontline Team Managers to develop service delivery in line with the Group Business Plan & Objectives. Provide effective, visible and accessible leadership and management to the Operational Leads and Operational Managers within define portfolio. Act as key management link for PCN Clinical Directors enabling service delivery at network and hub level to provide the population with safe, effective and timely clinical services. Work with other General Managers to ensure county wide and hub based provision is co-ordinated at network level to ensure a consistent and easily accessible MPFT community offer. Lead teams to embed a system delivery approach ensuring patient centred interventions are tailored to population needs/requirements. Assume overall responsibility for and actively promotes a culture of staff engagement and development throughout the Care Group. Coach, guide and encourage frontline leaders to deliver high quality services for service users demonstrating strong leadership and the ability to achieve results through people. Hold staff to account against objectives and valid measures of performance, coach operational leads/Managers to be effective, self-reliant and proactive leaders in the organisation. Set the strategic direction for services across the portfolio of services and participate as a member of the wider Senior Leadership Team (SLT) in the formulation of overall strategic and operational plans for the Care Group; which take into account local, regional and national drivers. Human Resource Management Ensure the provision of an annual performance management cycle/appraisal across the portfolio of services, to develop team management competencies in relation to recruitment, performance and staff development. Manage in a methodical manner, holding local leaders to account; address and manage poor performance as it is encountered. Undertake robust workforce planning and ensure that workforce re-design opportunities are identified and considered to ensure effective use of the Care Group resources and maximises a flexible workforce; ensure that resources and skill mix are optimised and employed to greatest effect. Undertake disciplinary and serious incident investigations, present disciplinary cases and chair disciplinary panels as required. Performance, Contracting and Budgetary Responsibilities Ensure that Standing Financial Instructions are adhered to at all times by Operational Managers/Leads. Work with Care Group finance team to set, manage and monitor budgets, including undertaking regular audits of the ESR/Ledger to ensure that accurate information is available. Develop and maintain of effective working relationships with commissioners as agreed with the Head of Operations. Work closely with MPFT contracting team to ensure that contracts are reviewed as required, that contract variations are agreed and signed off where necessary and that monthly contract information is accurate. Managing all sub-contracts associated with services within the portfolio of services. Contribute, alongside the Core Leadership team, to the development of the Group business planning process to ensure alignment of National, regional and local initiatives and to develop local implementation plans. Analyse team performance against targets and strategic objectives, develop and implement a system to regularly review highly complex performance, consider the range of options available and undertake exception report options to Head of Service & Operations Director regarding risks and mitigating actions. Operate within Lean management principles, developing and coaching local leaders to embed Quality Improvement and the VMPS across services. Support the Head of Service and Operations Director to ensure that objectives and plans are aligned to the Care Group and assume responsibility for aligning, setting and monitoring objectives at within the portfolio of services in Planned Care. Support the Head of Business Development in achieving objectives set by the Operations Director and work to implement vision for integrated care across the portfolio of Planned Care services. Essential Standards, Governance & Quality Responsible for ensuring that Operational Lead and Managers develop and maintain robust quality and governance systems that are capable of producing evidence of effectiveness but avoid taking up staff time in such a way that it impacts on the delivery of quality care. Responsible for creating and promoting a culture where formal complaints are pre-empted and avoided, ensure that mechanisms are in place to review reported incidents quickly and to spot emerging themes so that appropriate action can be taken across their part of the patient pathway. Responsible for ensuring the effective investigation of incidents and complaints where necessary, and will ensure that resources are allocated accordingly, that timely investigations occur, that systems exist for feedback to Teams to share the learning and a robust scrutiny of reports. Responsible for ensuring that team performance and activity systems are linked to Trust systems and where this is not possible, to identify this on the Group risk register (managed at the appropriate level). Responsible for identifying portfolio risks, maintaining the departmental Risk Register and regularly reviewing it, in line with Trust policy. Cost Improvement Plans and Commercial Development Responsible for identifying opportunities to support the annual Group CIP plan and the subsequent effective delivery of the agreed plan. Lead the delivery of agreed CIP plans within your area of responsibility and contribute to cross-cutting Group CIP planning and delivery. Support the bid writing for commercial tenders and take the lead on them as agreed with the Head of Operations. Working with Professional Leads and Clinical and Care Directors Work closely with Professional Leads and Clinical and Care Directors with a focus on maximising value for service users and removing barriers to service user progress through their part of the care pathway. Responsible, together with the Clinical Lead(s) for the provision of high quality and effective care within services. Communication Responsible for the development and implementation of the Planned Care Communication Programme in support of the Head of Service; implementation will include delivering presentations and written reports as required to internal and external Boards. Effectively Communicate to a wide variety of audiences, including Commissioners and Trust Committees highly sensitive and complex information such as Performance Targets, contentious Organisational Change. Policy Development and Implementation Responsible for the development and implementation of policies and procedures across Planned Care services, ensuring engagement of staff and service users as appropriate. Responsible for ensuring communication and adherence to Corporate Policies across the Care Group. Interpret policies and national developments into action plans to ensure compliance and improvements in practice. Political Awareness Ensure the use of robust strategic intelligence and use sensitive political awareness in working across partner agency boundaries. Other Deputise for the Head of Service as required. Participate in the Silver Commander On-call arrangements, as required. Maintain prolonged levels of concentration when analysing performance data, disciplinary and serious incident reports effectively manage interruptions to support Operational Leads/Managers, Head of Operations, with emerging situations. May be required to sit or stand for prolonged periods when chairing meetings, delivering presentations, attending performance reviews. Participate in audits as necessary; support Corporate Audit requirements as required.
