Job Details
Building and construction is a key sector contributing £21.4 billion to Scotland’s economy per year. Following the fire at Grenfell Tower and other high profile building failures, the Scottish Government set up the Ministerial Working Group on Building and Fire Safety to determine what action was needed in Scotland to ensure that buildings were safe for the people who live in and use them.
As part of this transformational change, the ‘Scottish Building Standards Hub’ was established from the 24th May 2024 to deliver a range of building standards system services to all 32 Scottish local authority building standards teams, and supporting hubs of expertise, operational partnerships, and learning and development. The Scottish Building Standards Hub (SBSH) is a specialist stand-alone unit hosted within Fife Council’s Protective Services.
Supporting the Learning and Development Manager, you will work within the job profile to develop and implement services, training, and learning activities delivered through the Learning and Development Unit (LDU) within the newly created national Scottish Building Standards Hub (SBSH).
Key Responsibilities:
* Assist in the planning, research, design, and delivery of training, learning programmes, and e-learning packages to meet the operational and skills development needs of local authority building standards services.
* Contribute towards training related national workstreams and initiatives.
* Assist in the development of high-quality digitised training material and courses and the ongoing development of the SBSH online digitised learning management system and skills builder platforms.
* Work with Local Authority Building Standards Scotland (LABSS), all Scottish Local Authorities, The Scottish Government Building Standards Division, and other key industry stakeholders to develop and embed robust training and learning opportunities.
* Represent the SBSH and the Learning and Development Unit at national meetings, workshops, engagement sessions, etc.
* Support the Learning and Development Manager in monitoring and evaluating the range of learning and development activities delivered by the SBSH.
* Maintain and review the effectiveness of training and development systems used.
* Assist in the promotion and development of LABSS Ambassadors Network and promote national schemes to attract new people to the profession.
The Person
* Knowledge of policy and legislation in relation to the verification and non-verification functions of local authority building standards services and relevant experience of training/mentoring others in building standards or other construction fields.
* Knowledge of learning styles including eLearning and blended learning using PowerPoint, software packages, and online media. Educated to SCQF level 8 in a building standards or other related construction field.

Selection Process: Those shortlisted will be invited for interview by panel members representing the Scottish Building Standards Hub. Interviews will take place remotely via Microsoft Teams.
We are currently shaping our future workstyles; however, in light of current advice, we are introducing blended home/office working that will include office access days each week with homeworking for the remainder of your working time.
The Service is based in Fife House, Glenrothes, but the post holder will be a designated home worker, and working at home or remotely will be the norm for this position.
